NO ma n could obtain furlou^i paperswithout first obtaining a stamped statement from the local OTdoctor that he was free of vermin and from contagious diseases.(Prei von Ungeziefer und Ansteckenden Krankheiten), TO quote aninstance, out of 1,000 Russian prisoners who were delousedimmediately ipon their arrival in CHERBOURG (May 192+4), 750 had tobe deloused again within a few days.Inoculation especially against typhus and cholera, is supposedto be given to all OT personnel. The date and dosage are alsosupposed to be entered into a man f s Dienstbuch (Pay and Identitybook)* After examining several hundred such records, however,it is found that either the injections were overlooked entirely,or else, if given, no record of it kept. It is known that typhus,almost non-existent in civilized countries in recent years, wasrampant in the West where sanitary conditions certainly must havebeen more favourable than in the East or Southeast, In the Balkans,the OT had also to contend with wide-spreading malaria. Sincequinine was not available, malaria had to be treated with anti-pyrine.e) Security Administration and Units79» Rechts-und Diziplinarstelle (Lagal and Disciplinary Sub-section)The services of security were well organized in the OT and werehandled by units either forming an organic part of the OT or looselyattached to or co-operating with it. Each of these units isdiscussed separately below. The first is the Rechts-undDiziplinarstelle (Legal and Disciplinary Sub-section), This is asub-section in the Section Prontftlhrung in the administrativeorganization of all OT units up to and including the Oberbauleitung,As the name implies, this sub-section takes care of legal anddisciplinary matters. It has, however, only jurisdiction inrelatively small matters and can <strong>com</strong>mit offenders to a penal campfor a period only up to 4 months. All the more serious transgressionsand crimes are dealt with by the military courts-martial.80» Schu t zkommandoThe second is the Schutzkommando (Security guard). The taskof enforcing law and order in the OT Camps and building sites lieschiefly in the hands of the Schutzkommando, also known by the oldername of SohutzkorpSj (both abbreviated SK). The staff of theSchut zkommando, called Schutzkommandoftthrung, is headed by aSchutzkommandoftthrer, and is attached to the section ProntfBhrung,as the Legal and Disciplinary Sub-section discussed above.The individual SK units are administered at OBL level; theirduties <strong>com</strong>ppise the guarding of construction sites, warehouses,machines, explosives, fuel dumps, motor vehicle parks, materialequipment and food depots, and personnel camps within their respectiveOBL sectors* They are also employed in convoying prisoners, personneland material. In convoys one SK man is theoretically assigned toguard 20 workers; in the case oftt untrustworthy"personnel, suchas returned fugitives, the TO/WE calls for one SK man to ten "guarded"personnel. Due to the shortage of SK men, the actual proportionis about one third of TO/WE requirements. In the Balkans, Polandand Russia, the SK units had to be perpetually on the alert againstpartisan raids and were often fortified into Stfltzpunkte (Strong Points),Bi 1943 a critical shortage of SK men was caused by the Wehrraacht f sdrive to find suitable personnel for its armed forces. This weedingoutprocess left in SK only those Germans who were physically unfitfor active military service. (One SK Identity Book discloses under-86
tfhTheading "identifying scars or wounds 11 , "right arm amputated").The resulting shortage of personnel forced the SK organizationto look for replacements among the foreign groups. In the EGW,for instance, most of the foreign SK personnel was recruited fromamong the French, Dutch and Flemish nationals, and came from theranks of the collaborationists. Men accepted for the SK weretrained for a period of six weeks or (in a short 3 weeks course)in special SK camps such as the ones at EICHKAMP near BERLIN, at theOT Reichslehrlager (Reich Training Gamp) JttEISACH, or at ST. CIXJUD nearPARIS. The training consists of courses in Nazi indoctrination, andin the handling of AA guns and searchlight batteries, and small armssuch as the MG (machine-gun) and the MP (automatic pistol). Evenafter the <strong>com</strong>pletion of their schooling and between duty assignments,the SK has to follow a daily routine practice in the use of theseweapons. The SK is divided into units as follows:a) SK-Kameradschaft. A unit of about 8-12 men under a Kamerad3chaftsfahrer with the rank of from SK-Rottenftthrer to SK-Truppftthrer. The unit is given the narne of its Kameradschaftsfflhrer.b) SK-Zug. Composed of 3 - 6 Kameradschaften or of about 35 - 60men under a Zugftthrer with the rank of from SK-Truppfuhrer toSK-HauptruppfOhrer. The platoons are numbered consecutivelywithin each Bereitschaft. (See c) below).c) SK-Bereitaohaft. Composed of 2 - 3 SK-ZQge or of about120-150 men under a Bereitschaftsftthrer with the rank of fromOT Frontftthrer to OT Oberfrontftthrer. The Bereitschaftreceives a number of men chosen by the Abteilungsfllhrer(see d) below) and is usually attached to an OT sector onOBL level. Some Bereitschaften include, according to need,a NachrJchtenkameradschaft (Communications Unit) <strong>com</strong>posedof a Funker (Radio Man), Blinker, (Light Signals Operator),Fernsprecher (Telephonist). Meldehund (Messenger Dog) andBrieftaube (Carrier Pigeon;.d) SK-Abteilunff. A unit under the leadership of an Abteilungsftthrerwith the rank of from OT Hauptfrontftlhrer to OTStabsfrontfQhrer. It is attached to an Einsatzgruppe, and itconsists of as many Bereitschaften as are needed in theEinsatzgruppe* In some areas, such as in Southern Russia,more than one SK-Abteilung was attached to an Einsatzgruppe.SK-Abt. 11 was attached to Einsatzgruppe West or SK-Abt. 21to EG- Wiking. In Southern Russia SK-Abt. 72 was 'attached toEG Russland-Sttd. Enlarging the example, SK-Bereitschaft11/5 stands for the 5th Bereitschaft of the 11th Abt. Thisparticular Bereitschaft was working for the Einsatz (formerlyOBL) ROUEN in 1944, and superseded, in that sector, the24th Hundertschaft of the Schutzkorps, evidently an olderorganization which has been dissolved towards the end of 1943.The Schutzkommandofahrung which forms part of the Frontftthrung atOTZ (now Amt Bau-OTZ) BERLDMLs the highest SK authority. TheSchutzkommandoftthrer is also head of the Ersatzabt, (SK ReplacementUnit), Wachabt (Special Guard Duty Unit), BERLIN, and Transport-SK,employed in Germany.SK units are billeted, fed and paid by the OBLHQ to which theyare attached. Weapons are received directly from the SchUtzkommandoftthrungin Berlin; munitions and personnel equipment are, however,distributed by the various Einsatzgruppen.For the SK-ranks see Table Ilia.Two other special units, (Sonderkommandos) which belong to theSecurity Service, were organized out of the existing Schutzkommando for
