Former Hauptabteilungen in OTZ have become either Amtsgruppen orAbteilungen in Amt Bau-OTZ, Hauptabteilungen in EGHQ have becomeAbteilungen, sub-divided into Hauptreferate and Referate;Abteilungen in Einsatz HQ and echelons below have become Referate.A more significant development is the present function of theEinsatz which, as a control staff over the construction programmewithin an area corresponding to that of a RUstungsinspektion(Armament Inspectorate), has become a liaison staff between theOT on one hand, the SPEER Ministry, Wehrmacht and civilianauthorities on the other (Armament Inspectorates and Reich DefenceCommissioners). The absence of sections 10 and 11 (Manpowerallocation and Social Policy and Culture, Press and Propaganda) onEG level in the Reich is a characteristic of OT administrationinside Germany. EG Wiking (Norway and Denmark) and EG Italy haveretained these two sections. Inside Germany the functions of thesetwo sections are directed "by Amt Bau-OTZ, in liaison with the DAP(Deutsche Arbeitsfront; German Labour Front).42. Functions of OT Headquarters.The following is a brief description of the functions of theHQ sub-divisions as enumerated in para 41 above (1 to 12). Thus, for example, a man in charge of anEinsatz is called Einsatzleiter, but his 0^ rank may be eitherOT-Einsatzleiter or OT-Oberbauleiter or even lower.There are great variations in the Chief*s personal staff orstaff organization of the Leitung. Some illustrative examplesfollow:the Leitung of theEGW consisted of a Dienststellenleiter,(Section Administrator) his Stellvertreter (deputy), a Sekretariat(Secretary*s Office) composed of several planning engineers and aVorzimmer (Reception Room) with clerical help. In the OBL ST.MALOthere existed an Oberbauleiter (OBL Chief) and his Vertreter(Deputy),a Hilfsarbeiter (Assistant) of the Oberbauleiter and hisVertreter and a clerical staff. In the OBLs ST. MALO andCHERBOURG such sub-divisions as Vertragswesen (Contracts), Preisbildung(Price and Cost Control), Stolleribauangelegenheiten(Subterranean Tunneling), Baudispositionen (Assignments of Projectlocations), Firmeneinsatz (Assignments of firms to ConstructionSites) which would normally be placed in either the sectionVervraltung (Administration) or Technik (Construction) were includedin ohe Leitung.
