No payment may be made for construction in hissub^sector without his approval. All records, accounts, reportsand so forth having to do with construction, are also forwardedby the Abschnittsbauleitunfcen (Local Supervisory Staffs, seeIIA 30) subordinated to his BL,to his office, for checking andtransmittal to the higher OBL HQ. The chief of a BL isdirectly responsible to the chief of his controlling OBL. Thehead of the BL Front Area Personnel Section-provided there is one is mainly concerned with personnel administration of the men inthe sub-sector. For this purpose his office checks personnelrecords and reports sent in by the Abschnittsbauleitungen or moreoften, direotly "by the looal construction firms through theirindividual personnel offices.A considerable part of the reports to BL Front PersonnelArea Sections originate from the Lagerfflhrer (Camp Supervisors)of the camp or camps situated in the BL. The head of the BLProntfUhrung then, reports direotly to the correspondingsection in the <strong>com</strong>petent OEL.30. "Permanent Organization". Abschnittsbauleitung (ABL: LocalSupervisory Staff)There is no specific ruling defining in what respects theAHL differs from the BL." Nor are all *Bauleitungen necessarilysub-divided into Abschittsbauleitungen. Usually when a BL,which previously had not been sub-divided, increases inimportance and <strong>com</strong>plexity to the extent that its staff can nolonger effectively control it, it is sub-divided into ABLs.If .the BL sector continues to increase further in importance,it is then raised to the status of an OBL, and the ABLs withinit s area are raised to the status of BL*s. The following willsupplement what bas already been mentioned in II A29 above aboutinconsistencies in the employment of the term Abschnittsbauleitung:in Russia special construction units, all on an ABL level, weredesignated as Wasserstrassenamt (Waterways Bureau) Hafenamt(Harbour Bureau) and Brtickenbauleitung (Bridge Construction HQ).It should not be assumed however that the latter terms alwaysdenote a sector as small as an ABL* At times, it referred to ahigher HQ.The ABL is controlled by a staff under a Bauleiter (with arank ranging from Baufflhrer (Seoond Lieutenant) to Bauleiter(Major) depending on the importance of his work) in muchthe same way as a BL is controlled "by its staff. Generally, thestaff of the ABL is similar though smaller than that of the BL,and its duties are usually confined to supervision of the looalconstruction in hand. Individual ranks on the staff are of acorrespondingly lower grade, personnel administration, as afunction of the OT, (Front Area Personnel Section) as againstthat of the individual OT firms, does not, as a rule, go belowBL level. Funotions of the firms in this respect are outlined inII A 31 below. The ohief of an ABL is ultimately responsibleto the chief of the <strong>com</strong>petent OBL and accountable to the chief ofthe <strong>com</strong>petent BL»31. "Itermanent Organization". Baustelle (Construction Site)The Baustelle (Construction Site) is the basic <strong>com</strong>ponent ofan OBL sector. The personnel of the OT-firm (or firms) workingon this construction site, <strong>com</strong>prise the basic operational unitand lowest entity in an OBL» There is no uniformity in the sizeof a construction site beyond the fact that when the site growsto such proportions as to require a considerable staff for itscontrol* it is raised to the status of an ABL, a BL, or even, inexceptional cases, to that of an 0BL» Similarly two or moreH See Chart 9 and Table II
adjacent construction sites are grouped together and administeredby an ABL or a EL (See above IIAa 29 and 30).The executive of an 0T construction firm is chief of theconstruction site on whioh his firm works* His authority,however, is limited in several ways. In his oontrol of theconstruction at hand, he is limited by the terms of his contractwith organization Todt. In his control of the manpower allottedto hjjn by the OT, for the performance of the manual and mechanicallabour at hand, he is limited "by the basic regulations of theOrganization in regard to personnel administration, such as hoursof work, rates of pay, bonuses and penalties, treatment of thevarious nationalities, and so forth. He has the right to invokepenalties for infractions of regulations without, however, havingthe authority to enforce punishment, which is left to the Frontftlhrer(Front Area personnel Director) of the BL or OBL- Forthe exercise of these functions, he is invested, as long as he iscontracted or sub-contracted to the OT, with the rank of an OTofficer, normally that of Bauleiter (approximately equivalent tothat of Major) but possibly one or two grades higher or lower,aocording to the importance of his firm and his own ability.TheOT firm executive must bring with him into OT his ownstaff of old employees consisting essentially of technical andclerical personnel. He must do so because his staff which iscalled Firmen Stammpersonal (permanent Firm Staff) contains theGerman supervisory personnel without which the OT will not allothim any foreign labour. Inasmuoh as foreign labour <strong>com</strong>prisesabout eighty percent of all OT personnel even at the present time,an OT-firm is consequently helpless without a minimum of Germansupervisory personnel on its staff. If that staff drops belowthe irreducible minimum, there are three possible eventualities.1. It is subject to dissolution as a firm, whereupon itsmanpower is withdrawn, the members and its equipmentare temporarily requisitioned for use "by other OT firms.2. It may keep its entity in the OT, but not its status,by beooming a sub-contraotor to a more adequatelystaffed firm.3. It may <strong>com</strong>bine with several firms in a similar positionto form an Arge (Arbeitsgemeinschaft or Working Combine)by pooling individual resources. It is only inexceptional cases that a firm withdraws <strong>com</strong>pletely fromthe OT. To do so would be an unwise step botheconomically and politically.An important feature of the organization of an OT firm isthe increase in responsibility it has been given over all itspersonnel, including foreign workers. In faot, since March 194k*the OT firm has been charged with performing exactly the samefunctions in regard to its personnel as performed by an OBLFrontfOhrer toward the entire OBL Personnel.
