For achart of the present structure of the Amt Bau on thebasis of available documentary sources, see Chart 4b*Amt Bau and OTZ were merged under GeneralbevollmBchtiger Bau(Plenipotentiary General for Construction) MinisterialdirektorDORSCH, by an order of SPEER issued 3 June 1944. (See Charts4» and 4b). The step can be regarded as unifying, under <strong>com</strong>pulsionof circumstances, two governmental agencies which hithertohad performed similar functions; one (Amt Bau) inside the Reich,the other (OTZ) mainly in German occupied territory. Similarityin the functions of both agencies did not, however, entailsimilarity in organisational structure or methods of operation.The OT was essentially organized to co-operate with field andoccupational armies, and its basic operational liaison was (andto some extent still is) with the former Festungspionier Stflbe(Fortress Construction Pioneer Staffs). Amt Bau, on the otherhand, was organized to co-operate with civilian defence authoritiesand army officials concerned with vital war production. Its basicoperational liaison was (and to some extent still is) with theRustungskoctnissionen (Armanent Commissiors), and with theReichsverteidgungsausachttsse (Reich Defence Committees). Nowthat extensive parts of the Reich are within the zones of operations,organizational characteristics of both OTZ and Amt Bau have beenincorporated in Amt Bau-OTZ, as a result of the merger.Complete information on the present structure of Amt Bau-OTZis not available at present* A basic outline of Amt Bau,therefore, as it functioned prior to its merger with OTg (3 June 1944)will, it is believed, be helpful in an evaluation of the merger.The Amt Bau was a Bureau of the SPEER Ministry, and as such (asAmt Bau-OTZ still does) represents a sub-division on the highestadministrative level within that Ministry. Beside the organicAmtsgruppen (branches) which <strong>com</strong>prised Amt Bau, the latter relied(as Amt Bau/OTZ still does) on the collaboration of the followingthree special agencies attached to it.The first of these is the Hauptausschuss Bau (CentralCommittee for Construction). This <strong>com</strong>mittee may be describedas a HQ staff concerned with ways and means of procuringfrom outside agencies all finished products which are usedin building and construction. Part of its mission consistsof making re<strong>com</strong>mendations for further simplification andstandardization of such products. The Central Committeecontrolled (as it stili does within Amt Bau-OTZ ) a numberof Sohderausschusse ( Special Conmittees). In addition, anumber of Zentralstellen (Central Offices) are reported tohave been attached to Amt Bau. Their function is said to beco-ordination with agencies controlling the supply ofbuilding materials, as for example the Zentralstelle fttrZeaent und Massivbarracken (Central Office for Cement andPermanent Hutments). It is not clear at present whetherthese Zentralstellen now under Amt Bau-OTZ act as liaisonbetween the Rohs toffamt (Raw Materials Bureau) of theSH2ER Ministry and Amt Bau-OTZ, whether they act. as liaisonbetween, for example, all firms manufacturing cement, andAmt Bau-OTZ, or whether they act as liaison between theHauptringe ("Main Rings"), of the SPEER Ministry, and-33
Amt Bau-OTZ.The second ia the autonomous corporate WirtschaftsgruppeBauIndustrie (Eoonomio Group: Construction Industry)*This"Group" is represented in Amt Bau-OTZ "by a representative whois subject to directives from the latter. This liaison is the.link at highest level, between Amt Bau-OTZ and the constructionfirms in Germany, which, without being OT-firms, performsimilar work. Inasmuch as the OT has the right to conscriptfirms in case of emergency, the entire question of "OT-firms"and tt hon-OT-firms" in Germany, has by now be<strong>com</strong>e somewhatacademic. Apparently a rather fine dividing line separatesnon-OT-firms at present from those which contracted themselvesto theOT for service abroad and - more recently - forservice inside Germany. The former cannot be regarded asbeing at any time and in any respeot independent of the OT,because the OT now controls all the administrative agenciesfrom which these firms formerly had to accept directives as topriority construction, building permits and so forth. The 0T»moreover, now has at its disposal all construction facilitiesof the Armed Forces and the SS, <strong>com</strong>prising their administrativeagencies, establishments and equipment. On the other hand,these firms, for three main reasons, cannot be regarded asOT firms in the accepted sense of the word* One, their workis, relatively speaking, not of an emergency nature, and isperformed under <strong>com</strong>paratively safe conditions, on sitesprobably not beyond the Jurisdiction of their local labourcontrol office, and certainly not beyond that of theirGauarbeitsamt (District Labour Control Bureau)* Second, thefirm personnel, foreign and German, is paid not according tothe OT wage scales valid in the zones of operations, (Front-OT),but according to the industrial wage scales as fixed for theentire Reich. Thirdly, non-OT firms enter into individual contractswith the parties directly involved, rather than signuniform types of contracts with the OT. Finally, it must beadded that i t i s probable that al l personnel of these firms,except key personnel, can be called out for civilian defencework such as trench digging, by the Reichsrerteidigungskommissar(Reich Defence Commissioner)* OT firms proper are, on theother hand, active in the zones of operations or concentratedin rear areas which have suffered major air damage to vitalinstallations, in short* are Front-OT• These firms and theirpersonnel are considered military units not subject tocontrol by civilian labour authorities, or try Party Gauleiterin their capacity of Reich Defence Commissioners (a governmentfunction)•The third special agency which was attached to Amt Bauand is still attached to Amt Bau-OTZ is that of theReiohsbeauftragter fflr den Holzbau (Reich Deputy for TimberConstruction)* This offioe was created because of the acuteshortage of timber. Its mission is to assure the supply oftimber for OT's high priority programme*The three above-mentioned attached agencies constitute theparts of Amt Ban, which at the present time continue theirfunctions under Amt Bau-OTZ* Very littl e i s known concerning theorganic structure of the former Amt Bau itself, previous to itsmerger with OTZ> beyond the fact that i t contained an indeterminatenumber of Amtsgruppen (branches).
