St. 73The first <strong>com</strong>plete picture of the transport organization in thewhole West can only be given for the period from February 1943 onwardsas the list above shows, ten Staffeln of the NSKK-Brigade TQDTand two Abteilungen of the Legion SHEER served the OT in France, Hollandand Belgium.Great reforms took place at the end of 1943* In this year so manyforeigners had entered into the service of the Legion STEER that adangerous situation was threatening the existence of NSKK units. Theheads of the transport in the service of the OT were faced initiallywith two possibilities. They could open the doors of the NSKK to allforeigners or disband the NSKK formations because of the shortage ofGerman personnel. The solution was found in a <strong>com</strong>promise. Themembers of the Legion SESER which formerly haa been, organized inAbteilungen, were directly incorporated into the Staffeln of theNSKK-Gruppe TODT. The picture as of from January 1944* onwards showsthat 14 Staffeln were employed in the West (No. 60 - 73) and noAbteilungen. These Staffeln were <strong>com</strong>posed predominately offoreign legionaries with only the leading executive and administrativepositions reserved for persons of German origin. The example fromOBL Sftd (ST. NAZAIRE) will illustrate well the proportion of German toforeign personnel. There, the NSKK-Kraftwagenstaffel 67 employed118 Germans, 380 Frenchmen and 265 Russians.
