Shortage of trainedGerman personnel of foreman calibre and w.ith qualities ofleadership is now partially met by training of lower gradeGermanOT workers. Finally afourth source of supply, one of mainly supervisory anddisciplinary rather than technical sub-leaders, came from thepool of partly incapacitated members of the Armed Forceswho are regularly assigned in small groups to the OT,particularly to the Frontftthrungen (See above IA»5)» Selectedand qualified BT labour, mostly Russian, are also detailed toconstruction sites which lag badly behind schedule*3» Premiums for efficiency. Efficient firms are awardedpriority in equipment and spare parts. Competent foremen,especially in the case of foreigners and Fff labour, are awardedefficiency bonuses.4* Drawing up of a basic, irreducible programme % called"MindestbauprogrammP This schedule is planned to draw onGermans resources for construction to not more than 40 percent.Construction and repair of hydro-electrical installations havethe highest priority, inasmuch as steam and electric powermust be used to replace petrol to the greatest extent practicable.5» Reinforcement of the emergency construction crews or units,acting as "shock-troops"* Each large OT-Finn, or <strong>com</strong>binationof smaller firms working on the same construction site, wasinstructed to form Sondereinsatze (Buergency Units) from amongsttheir personnel, in order to deal with major breaks in<strong>com</strong>munications and damage to vital installations by Alliedbombing, both in the zone of <strong>com</strong>munications and in the interior.In connection with these duties, the units may be transportedacross the boundaries of Gauarbeitsfimter (District LabourControl Bureaux). ^ey consist of men picked for their skilland initiative, and their equipment is likewise <strong>com</strong>plete, ofthe latest type and highly mobile.
