social unity. The DAP claimed a membership of over 25 million inSept. 1942 including ti l OT workers (except forced labour).Individual weekly dues range from RM.0.55 to RM 1.10. A stamp tobe pasted in the DAF-Beitragsnachwei skarte (membership card) isgiven in receipt of dues paid, and a record of membership paymentsis kept in the DAF-Mitgliedsbuch (DAP Membership Book). In thecase of OT workers this record is to be replaced by an insertionin the OT Dienatpuch (Pay and Identity book). The DAP may with some justification be termed the LabourMorale and Indoctrination Service of the NSDAP- By the same token, the basic emphasis remains on its functions as a political ratherthan as an economic o~gan. Dues were automatically deducted fromeach German OT man's pay for the Gefolgschaftsbetreuung (OTMembership Welfare) as administered by the FroTvtftlhrung, actingfor the DAP. Thus every German OT man automatically became amember of the DAP. Foreign OT workers who belonged to collaborationistlabour organizations at home, such as were set up by theDAP Aualandsorganiaation in the various occupied and satellitecountries, when transferred to Germany, of necessity became DAPmembers. Other foreign OT workers in Germany except Poles, Russians,Czechs and anall national minorities, are organized in specialnational groups and are represented in the Central Department ofthe DAP by liaison officers, one to each nationality. The DAP functions in connection with theOT are administrativelyexpressed through the OT Frontfuhrung, as was remarked above. Thesubject Frontfflfarung will be covered in IIIBc. An overall view ofDAF-OT liaison, as given below, is intended to complete the picture. The Chief of Frontfdhrung Amt Bau-OTZ is at the same timeGeneralinspekteur fttr die OT bei der Zentralinspektion fttr dieBetreuung der auslandischen Arbeitskrafte der DAF. (OT InspectorGeneral of DAP Central Inspectorate, Welfare and Indoctrination ofnon-German DAP Members). While his DAF rank is not known, he maybe assuned to be on the DAP Central Staff. The Chief of Frontftthrung of anOT Einsatzgruppe in Germanyis an ex-officio member of the staff of the DAP Gauobmann of theGau in which the Einsatzgruppe is situated. If the area of anEinsatzgruppe cuts across two or more Gaue (as it invariably does),the OT Frontfuhrer (Einsatzgruppe level) is appointed to the staffof one of the Gauobm&nner by common agreement. He is at the sametimeOT Inspector for his area for the DAP Central Inspectorate,Welfare and Indoctrination of non-German" DAF Members: "His DAPrank is that of Gruppenbetriebsobmann. This rank is an adaptationof the basic DAP rant: Betriebsobmann, which i s roughly translatableas (DAF) Leader of Factory (or Firm) Personnel. A Gruppenbetriebsobmannconsequently is the (DAP) Leader of all OT firmssituated in an Einsatzgruppe, and in that capacity he is also the"Beauftragte der NSDAP" (NSDAP Deputy) for the Einsatzgruppe.Th» Chief of Frontftthrung of an OT-Einsatz in Germany has theDAF rank of Biiasatzbetriebsobmann and i s correspondingly cfiargedwith representing NSDAP interests within his Einsatz area. TheEinsatz HQ at present in Germany is a control staff mainly concernedwith the technical aspects of the priority prograimie in the areaunder its control. Consequently an Einsatz does not normally containa Frontfflhrung staff; when it does, the latter 1 s activitiesare confined to propaganda, training, security and special assignments, without provisions for the messing and billeting of personnel. The Chief of an OBL Frontf tinning has the DAP rank of QberbauleitungatbetriebsofcSann(abbreviated OBL Betriebsotinann) and isan ex-officio aetaber on the staff of the DAP Kreisobntann of theParty Kreis (District) in which the OBL is situated.
