PART nORGANIZATION, ADMINISTRATION AND OPERATION.23 • Introduct ionOrganizationThe OT in the winter of 1945 is a radically different organizationfrom what it wag in the spring of 1938, in regard to status and scopeof function. Seven years ago it was a Wehrmacht auxiliary charged withmilitary construction, ranging from the tactical to the strategic, inthe various zones of operation. It has "by now be<strong>com</strong>e the sole agencyresponsible for the entire war production programae in the Reich,insofar as it is, directly or indirectly, affected by Allied air raids,not to mention the part it plays in Nazi plans for a "fanatic" defence.None of these functions, however, are representative of the roleassigned to it in German plans for the reconstruction of a Nazi postwarEurope.Whether the OT is to be assigned any role at all in Allied plansfor the reconstruction of the Continent, or whether it will bedemobilized, its internal organization* is of considerable importance.For this reason the OT structure and chain of ooiamand is beingpresented in two characteristic forms. One concerns itself with thestabilised^ permanent organization, as it operated in German occupiedEurope, and as exemplified by Einsatzgruppe West (E£W) (France andthe Low Countries) in 1943» before the effect of Allied air raids hadmade themselves felt* The other concerns itself with as up-to-date adescription of OT internal organization, at the present time, insidethe Reich, a3 can be given on the basis of available documentarymaterial. For the sake of brevity the first will be henceforthreferred to as the "permanent organization" and the second will betermed the "current organization".(a)"Permanent Organization"24. "Permanent Organization"* TheOT High OomaandReich Minister for Armament and War Production, Albert SPEER,succeeded TODT as Chief of the OT in February 1942; a decree byHITIER signed 2 September 1943, made SPEER, in his capacity of Chiefof the OT responsible only to the Ftlhrer himself, without interveningchannels* SFEER's administrative director since 1942 has beenMinisterialdirektor Dipl. Ing. Xaver DQRSCH. DQRSCH isresponsible solely to SPEER, and his HQ is the OT Zentrale**(OTZ:OT Central HQ) last known to have been located in BERLIN. Be is atthe same time chief of the Abteilung Wehrbauten und Ausland(Section for Military Construction and Foreign Countries) of theInspectorate General of German Roadways.TheOTZ issues the fundamental directives for operational andadministrative functioning, and the basic territorial distribution ofmanpower. Its most Important task is in the field of economyengineering: the standardisation of material, building specificationsand methods of construction. Apart from that, its functions areconfined to the administration of the OT: it keeps the records,i t checks in<strong>com</strong>ing reports and accounts, i t regulates the relationshipbetween OT-Firms and the OT administration, as well as thosebetween the firm and the workers, and finally i t issues through theFrontftthrungen (see III Bo) directives for the entire working andsocial routine of all OT personnel.See chart 1Now known as Amt Bau-OTZ.See IB19 and Charts 4a and 4b.
Matters of policy, as decided upon by the German Supreme Co&mandof the Armed Forces, and insofar as they affect the OT, are put intoexecution by the chiefs of the Einsatzgruppen in conjunction with the<strong>com</strong>manding general of the corresponding military theatre or sector ofoperations. Construction plans affecting EGW, for example, weredrawn up under direction of its Chief, Oberbaudirektor WEISS. (Ife isat the same time RJNDSTEDT's chief engineer (General Ingenieur beimOberbefehlshaber West)). To carry the example further, estimates ofrequirements for raw material, drawn up on the basis of a long termconstruction programme (of at least six months duration) were thensubmitted to the OTZ byEGHT, along with the actual plans. Approvalby the latter was a matter of routine, provided the plans submittedconformed in general to the strategic policy laid down by the SupremeCommand for the theatre of operations occupied by EGW (France, Belgium,and the Netherlands). The material was then allotted to EGW, throughthe OTZ by virtue of SEBER's authority in the matter of priorityallotment of essential war material* The actual shipments were madethrough Wehrmacht channels (Hauptverkehrsdienst or Central TrafficService) and were labelled Wehrmachtgut (Armed Forces property). This was particularly true of the designations,Einsatz and Abschnittsbauleitung. The uniformity in terminologywhich the decree attempted to establish in German occupied territorywas not realised in practice until the OT evacuated into Germany(see II Ab "Current Organization"). Reasons for the ineffectivenessof the decree in the case of the EGW and elsewhere are outlinedin IA7 and IIAa 27 and 30.26. "Permanent Organisation". The Einsatzgruppe. (EG; Area Control"Staff, Army Group Level).The term Einsatzgruppe* was first identified in Oct 1941 inconnection with the creation of Einsatzgruppe West (see Part V).From Einsatzgruppe downwards, the OT should be visualised, not in theform of a hierarchy of units, but rather as a theatre of constructionoperations controlled by various levels of administrative staffs,of which the Einsatzgruppe (Area Control Staff on Army Group Level)is the highest. The Binsatzgruppe West (EGMT) <strong>com</strong>prising France,Belgium and the Netherlands is used throughout this book as a model,inasmuch as it represented the "permanent" type of OT organizationto a greater extent than any other Einsatzgruppe. Other Einsatzgruppenare, however, discussed wherever they are believed to be ofinterest for purposes of <strong>com</strong>parison.Although the OTZ issued the general regulations governingadministrative and operational policy, the Einsatzgruppe is an executiveand operational unit in its own domain.
