ThePolier, like the Mannschaftsfuhrer, is concernedprimarily with the German personnel in his charge, (asfar as personnel administration is concerned).The Hilfspoliere, as already stated, are foreigners andconcern themselves with worker detachments made up oftheir own countrymen. Specifically the duties of thePoliere (and Schachtmeister) are (1) on the constructionjob: to march their men to cover in case of enemy attack,to set out gasmasks and steel helmets in proper orderready for use, to demonstrate the proper use of theequipment and of fire-arms, to distribute noonday rationsand to render advice on personal problems; (2) in camp:to assist the Lagerfdhrer (see vii) in the capacity of a<strong>com</strong>pany sergeant, to make inspections of clothing andequipment. At all times they are to "set an example totheir men".Hilfspolier (Bereitschaftsftthrer - Hilf slagerfdhrer).(Assistant Foreman - Worker Detachment Leader - Assist antCamp Supervisorj the Hilfspolier is discussed hereprincipally in his assignment as Hilfslagerfuhrer. Hisother two assignments are discussed in para.119 below.)The Hilfslagerftthrer-Hilfspolier-Bereitschaftsfuhrer is acollaborationist of the type on whoa the Germans put agreat deal of dependence. He was to have been "the typeout of whom the modern European labour leader" was t o bedeveloped. (OT Directive, 15 May 1944). He is, naturallyenough, of the same nationality as the men who <strong>com</strong>posethe Bereitschaft (Worker detachment) in his charge. Heis an N00, wears an OT uniform, has undergone Frontfuhrungschooling and is part of oT-organic personnel. He is paidby the OT and attached to a firm, where he is active inthe interests of the Mannschaftsfahrer. Hilfspolier isthe occupational grade (although he is not a member of theGerman trade guild) according to which he is paid andwhich is given him solely in order to subordinate him tothe Polier inasmuch as his main function is to assist thelatter on the construction job (see para, 119 below). Thedesignation Bereitschaftsfdhrer indicates his assignmentas leader of a march formation of 100 to 150 foreignworkers. The designation Hilf slagerftthrer indicates hisassignment in camp as a subordinate of the Lagerfuhrer.The Hilfspolier 1 s administrative duties towards his menare similar to those of the Polier and Mannschaftsfuhrertowards the German personnel. These are specifically: tocall reveille in the morning, take roll call, keep order,investigate unauthorised absence, enforce hygienicregulations, keep personnel strength and casualty reports,look after the social routine, distribute mail, distributerations and keep order during mess, investigate irregularitiesin the pay of his men, advise his men on personalproblems, family matters, insurance, allotments and onfurlou^i regulations, check personal equipment, conveyhis men to cover during air raids, render first aid,report recalcitrant workers in his charge (who were thenput in specially guarded formations: Bewachte Bereitschaft).Furthermore he has to keep his men properly indoctrinated,and above all, keep the number of absentees from workfor any case whatsoever, to an absolute minijaun.In short, all his functions point to one objective, thatof getting the most out of the men, as far as work is-126

In the performance of his duties he <strong>com</strong>binesthe functions of an American mess sergeant, mail orderly,supply sergeant, medical orderly, <strong>com</strong>pany sergeant,morale officer and <strong>com</strong>pany <strong>com</strong>aander. In any matterconcerning the personnel administration of his men orimprovements in billeting ac<strong>com</strong>modations he is to puthis requests before the Mannschaftsfuhrer, to whom he isalso to take any <strong>com</strong>plaints made by his men. If hisrequests prove fruitless or if he believes himselfimjustly treated by the Jtennschaftsfuhrer, he can takereoourse to the OBL Frontftthrer. Supervision over hisactions is exercised by the Betreuungsf&hrer (Morale andWelfare Officer) of the OBL to whom he is accountable inthe fora of monthly reports. He goes along with his menin case they are transferred to another firm.Lagerfttfarer (Camp Supervisor). The LagerfOhrer is likethe Polier and Schachimeister, part of the irreducibleminimum of German supervisory personnel. Even so, effortswere being initiated in the spring of 1944, despite someopposition by local Frontfuhrer, to substitute collaborationistsfor German supervisors over foreign worker camps.The reason in this case was not so much a shortage ofGerman personnel (there wsre in all some i«XX) odd camps inthe west), as to stabilise the political relationshipbetween the Geimana and the peoples of Oooupied Europe.The OT in its own words was to be "the trail-blazer, notonly in respect to construction projects of a strategicand economic nature, but also to the creation of a politicallyunited Europe", in effect, a number of Kilfslagerftlhrer(assistant Camp Supervisors), especiallyDutch, were in charge of camps in the oapacity of"acting" Lagerfuhrer.Under the new administrative arrangements (March 1944),the Lagerftthrer were transferred from the control of theOBL Frontftthrer to that of the firm Mannschaftsfuhrer(see iii . above). As already indicated, the Lagerftthreri s assisted by the Hilfspoliere insofar as the foreignpersonnel is concerned, and by the poliere who aqt asCompany Sergeants over the entire oamp personnel. TheLagerftthrer* s specific duties consist of the supervisionof the issue of rations, canteen articles, personal itemsof clothing; of the daily routine in respect to hygieneand sanitation, and barracks discipline. He supervisesregulations governing the differences in rations betweenGermans and foreigiers. Although OT authorities madeattempts recently to institute more huaane treatment forthe bulk of foreign workers, differences in rations,which were left to the discretion of the chief cooks andthe Lagerfdhrer, are the main oause of petty intrigueand friction in the daily oamp routine.viii.ix.XL.Hilfslafeerfdhrer (Asst.
