Consequently, i t maysafely be asumed that aside from OT-eigenes Personal andcertain categories of slave labour practically allOTpersonnel are by now paid according to that tariff*Special stress will therefore be placed on its regulationsand mention of any other previously existing regulationswill be made only where it may be of aid in roundingout the historical picture. Not covered by the newregulation are native workers in occupied territories,OT-eigene Angestellte who are paid according toTarifordnung A, employees who are visiting the Front-OTinstallations only temporarily for purposes of liaison,Vorstandsmitglieder (members of the executive board),Poles and Eastern workers. Under this regulation allGerman employees are classified as OT. - Frontarbeiterand all foreigners as OT-Legionfire.Under this scale OT employees are paid monthly, butsalaries are not handed over to the workers. They are sentto the address designated by the payee or, in the case ofsome foreign personnel, to a so-called Sammelkonto(collective account).During the course of the OT f s rather varied functions a numberof other Tarifordnungen have, at one time or other, regulated the payof the OT personnel in various occupied territories. In addition,special regulations govern the pay of certain other nationalitiessuch as North Africans, Ostarbeiter, and other categories ofZwangsarbeiter (forced labour), as well as of Jews. No officialtariffs for these workers have been published, but regulationswere issued from time to time in the form of circular letters( Rundschreiben) •In the succeeding pages some of the special regulations willagain <strong>com</strong>e up for discussion. However, such instances should onlybe regarded as partial illustrations of a field which cannot be dealtwith exhaustively, for it must be remembered that the OT has constantlybeen permitted to mushroom out in any manner which seemed expedientfor the handling of vast contingents of foreign slaves.141» Firmenang3tellte Wage ScalesThe following pay regulations, based on the proceedingtariffs in para 140, are valid for all OT stations outside Germanyproper, but including the General Gouvernement; for all Germanemployees (Reichsdeutsche Angestellte) residing in Germany; and foremployees of all firms which are within the effective limits ofthe Reichstarifordnung (National tariff regulations) for theconstruction industry, of November 1941* It may, however, beassumed that by this time the same regulations cover al l OT employeeswithin Germany as well.
