It is the function of the Chief of Einsatz,through his four Deputies, to grant exemptions from the BuildingRestrictions Act, in order to allow the construction and repair ofbuilding and installations "vital" to the civilian population andto the war effort in this respect. Included in this exemption isconstruction for the Deutsches Wohnungshilfswerk (German HousingAuxiliary Project), for the NSV (National SozialistischeVolkswohlfahrt or National Socialist People's Welfare), forconstruction of quarters for the Hitler Jugend (Hitler YouthOrganization) in connection with the children evacuation scheme,for the construction of farm buildings, and finally for oivilianconstruction which can no longer be delayed. Such exemptions fromthe Building Restrictions Act as mentioned above, are granted bythe Chief of Einsatz through one of his Construction Deputies, onthe strength of directives issued to the latter by the Reich DefenceCommissioner.To summarize, the Einsatz Staff is essentially concerned withthe technical aspects of control over the construction programmesas executed by the individual Oberbauleitungen (see para 3^ below)operating in the Einsatz area. The Chief of ELnsatz besides beingsubordinate to his Chief of Einsatzgruppe, is, in respect tocivilian defence, subject to directives (through the ConstructionDeputies) from the Reich Defence Commissioners whose Gaue areentirely or partly situated within his Einsatz. The Chief ofEinsatzgruppe allots supplies and manpower to the various Einsatzeunder his control, more or less on the basis of requirements assubmitted by the individual Chiefs of Einsatz. The latter basetheir requirements on the result of their conferences with theChairman of the Armament Commissions or Sub-Commissions on the onehand, and on the directives as issued by the Reich DefenceCommissioners on the other. If the Chief of Einsatzgruppe findshimself unable to comply fully with Einsatz requisitions, thematter goes through Amt Bau-OTZ to be taken up by SEEER himselffor final decision.36» "Current Organization" Oberbauleitung (OBL: Basic ConstructionSection with Administrative HQ)The present number of OBLs in Germany is not known.
