(1) Poliere (foremen over labour gangs of varying size);(2) Schutzkommando (Security Guards); (3) transport andservices personnel; (4) Lagerftthrer (camp supervisors);'5) administrative personnel of a clerical nature;6) administrative personnel of a technical nature;) chief 8 of operational sectors.Firmen Angehftrige (firm personnel);(8) olerical staffs; (9) technical staffs; (10) constructionsupervisors; (11) construction site supervisors (OT-Firmexecutives).The administrative staff of an OBL at present, possibly numbersless than 2fo of the total OBL manpower; thus an OBL HQ controlling15 9 000 men consists of approximately 300 men and women.By D-Day the shortage of 0T personnel had be<strong>com</strong>e such that,with the exception of (1) and (7) (see above), foreign personnel,notably Dutch, Flemish, Danish and Frenchmen, were entrusted withthe other assignments, as enumerated above, in the followingproportions respectively: (2) almost exclusively; (3) to a verylarge extent; (4) to a great extent as assistant or deputy incharge; (5) mostly confined to female clerks; (6) very smallproportions; (8) mostly confined to female clerks; (9) in a somewhatlarger proportion than (6); (10) in a very snail proportion,if any. The signals coonunication systems are run by detachmentsof exclusively German 0T Nachrichtenna'dels (Comnunication girls).Higher administrative eohelons naturally were exclusively Germanas was 0T liaison personnel - always conceding the presence ofthe foreign element in clerical staffs. Indications are that thegreat majority of Hilfspoliere (male collaborationist labour gangleaders) were evaouated into Germany.A class of 0T personnel, confined perhaps to the West, Norwayand Denmark is "local" 0T labour This category, living near theconstruction site, is allowed to sleep and eat at home. Classicioation of Personnela) General Classification115, Classification of OT personnel.OT personnel can be considered from several points of view.Basically they may be looked upon as forming an auxiliary to theArmed Forces (see Table I, No.l: Wehimachtsgefolge). From thepoint of view of internal administration, however, they areclassified as follows:1) OT eigenes Personal (OT organic personnel) (see Table I, No.4).OT organic personnel is subdivided into seven functionalgroups: (l) Supervisory personnel in the operational sector (OBL),such as far instance the Lagerftihrer (Camp Supervisors);(2) Service Personnel, mostly administered by the OEBL, althoughsupply and conmunication personnel, for instance, are found alsoin higher echelons; (3) Administrative Personnel in theConstruction Sector, such as the beads and staffs, includingfemale clerks, of the various departments in OBL HQ, or the Oberbauleiterhimself; (4) Area Control Staffs and Central HQ, suchas the heads of the various departments in EG (Einsatzgruppe) HQand in Amt Bau-OTZ, up to the Chief of Amt Bau-OTZ; (5) theSegiearbeiter (Govt. monopoly employee; see Table I, No. 11), a<strong>com</strong>paratively small group, employed as OT mail and railroadclerks and so forth; (6) the Frontarbeiter (German Front zoneworker; see Table I, No.3) (Personnel so classified is normallygiven supervisory assignments with corresponding rank; in fact itis the expreased wish of the OT administration that no Germanshould grade occupationally below polier (Foreman) • Retardedmentality or political unreliability may account for the presenceof German personnel with ordinary worker assignments); and finallythe lowest group; (7) the Einsatzarbeiter (see Table I, No.15).This term is a consolation prize for a <strong>com</strong>paratively select groupof non-Nordics who, because of their race or nationality, cannotbe<strong>com</strong>e Frontarbeiter, and is bestowed on OT volunteers of a collaborationist<strong>com</strong>plexion after a three months' trial period. Czechs,Poles, Jews and Comnuni-sts cannot be<strong>com</strong>e Einsatzarbeiter. Atpresent the Einsatzarbeiter in forward areas in Germany and elsewherehave been given the designation of OT Legionare.2) Firmenangehori as (Firm Personnel).Administratively, firm personnel is divided into two classes;(1) Stamn Personal (organic personnel; see Table I, No.13); and(2) the rest of the employees such as foreign clerical assistants,including females.
