Since the bulk of all labour wasapportioned by the OT to the firms, labour policies and socialwelfare also had to be regulated, A series of regulations issuedduring the latter half of 1942, tending to establish uniformityin pay scales, benefits and allowances put these matters on a sounderbasis than had been previously the case.Out of this attempt to achieve standardisation, a set number ofcontracts have emerged of which the most important are discussed inthis section.An OT contract consists 01 two parts;(i)(ii)The Job Specifications, (Auftragsbedingungen)The Legal Agreement, (Vertragsurkunde).The Job Specifications contain the conditions and legal relationshiplaid down by the OT regarding the assignment of all projects*The Legal Agreement contains additional agreements not covered bythe Job Specifications, making special allowance for the peculiaritiesof a particular single construction project. In single incidencesspecial annexes may be attached to the Job Specifications, such aslists of construction materials and equipment to be used or provided.The contents of the original Legal Agreement always takes precedenceover other attached contract parts which are valid as long as theydo not contain anything which conflicts with the original LegalAgreement.62. Relation between the OT and Contracted Parties in Legal MattersThe following terms are used in connection with OT contractsiBauherr = (Construction Landlord) The German Reich,represented by OT.Arbeitsgeme ins chart (Arge) = (Working Combine) A Consolidation of Firms(Contracting Party) May be an ArbeitsgemeinschaftHauptunternehmer = of Single large Firm.Nac hunt e rnehme rUnternehmer(Sub-contracted Party) To a larger Firm orArbeitsgemeinschaft.(Firm) Under OT Contract or Sub-contract,While the system of assigning contracts to single firms worked outquite well at first, it soon became obvious, with the increasing scopeof tasks entrusted to the OT, that the individual firms performedgiven assignments on different efficiency levels. Small firmsespecially did not measure up to standards, while the larger concernsoften employed different methods of administration and labour policies.As a result OT administration became confronted with problems growingmore <strong>com</strong>plex and creating an abundance of unnecessary detailed workwhich would make it necessary to maintain a large staff ofadministrative personnel.For this reason, the OT conducted a vigorous drive wherebysmall firms were encouraged to consolidate into "Arbeitsgemeinschaften''(work <strong>com</strong>bines), often abbreviated into Arge. Under the Arge,one firm, usually the largest, would be elected as "FederffthrendesUnternehmen" (deputised firm), to represent the Arge in all dealingswith the OT.
