The applicant holder of M.Sc. in Chemistry from I.I.T. Kanpur was a candidate for the post of<br />

Assistant Professor in Physical and Inorganic Chemistry and appeared for the competitive examination<br />

conducted by the Commission – Aggrieved by her non selection the applicant has filed A.No.393/92<br />

– The Tribunal on the statement made by the 1st respondent–Government directed to constitute a<br />

Committee of Experts to consider the qualification possessed by the applicant satisfies the requirement<br />

of eligibility – The Committee set up by the Commission held that the applicant failed to fulfill the basic<br />

requirement of eligibility – Therefore, the applicant filed this application – Tribunal in view of the fact<br />

that the Committee did not give clear information as to whether M.Sc. from I.I.T. is equivalent to<br />

degree passed from any other University allowed the application and directed the respondent to<br />

consider the case of the applicant on the basis of syllabus I.I.T. Kanpur and Indore University or other<br />

Universities if necessary to constitute a Committee by including a nominee from Kanpur.<br />

ORDER<br />

The applicant in this case is a candidate in the <strong>Public</strong> <strong>Service</strong> Commission Examination held for<br />

selection and appointment to the post of Assistant Professor advertised by the P.S.C. of Madhya<br />

Pradesh for appointment to the post of Assistant Professors in various subjects. This advertisement<br />

was published in Rozgar Aur Nirman, Bhopal dt. 27 th September, 1990. The applicant, applied for<br />

the post of Assistant Professor in Physical and Inorganic Chemistry in response to the said advertisement.<br />

She passed her M.Sc. in Chemistry in the year 1987 in 1 st division with 81% marks from I.I.T.<br />

Kanpur. She appeared at the competitive examination held in March, 1991 by the <strong>Public</strong> <strong>Service</strong><br />

Commission and as per self assessment she was confident about her success in the written examination.<br />

On 25.9.91 the respondent No.1 informed the applicant that there is no mention of specialisation in<br />

the final year mark sheet of M.Sc. submitted by her and she was asked to produce a certificate from<br />

the concerned University as regards specialisation in the subject. Accordingly the applicant submitted<br />

a certificate from I.I.T. Kanpur (Ann.P/8), but till the declaration of results nothing was communicated<br />

to the applicant. (The P.S.C. did not mention about any such specialisation in their advertisement nor<br />

it rejected the certificates issued by I.I.T. Kanpur). When the result was declared the name of the<br />

applicant was missing from result sheet. She made a representation to respodnent No.1 (P.S.C.)
