Examination:<br />

The petitioner appeared for Orissa Civil <strong>Service</strong> Examination opting for Geography and <strong>Public</strong><br />

Administration as optional subjects – Though the petitioner was called for interview he was not selected<br />

- The petitioner has challenged his non selection on the ground that <strong>Public</strong> Administration papers were<br />

evaluated by teachers of Political Science - Court considering the opinion of Head of Department of<br />

Utkal University that Professors/Readers/Senior Lecturer of Political Science are competent to evaluate<br />

the answer scripts of both papers of <strong>Public</strong> Administration under the syllabi, Orissa P.S.C. has upheld<br />

the stand of the P.S.C. and dismissed the writ petition.<br />

ORDER<br />

This writ petition has been filed against the judgment and order dated 11.8.2004 passed by the<br />

Orissa Administrative Tribunal, Cuttack Bench, Cuttack, in O.A.No.1553 (C) of 2004, dismissing<br />

the O.A. which was filed by the petitioner.<br />

2. The brief facts of the case are that the petitioner appeared in the Orissa Civil <strong>Service</strong>s<br />

Examination, 2000 which was conducted by the Orissa <strong>Public</strong> <strong>Service</strong> Commission. The scheme of<br />

the examination consists of a preliminary examination and thereafter written examination to be followed<br />

by viva-voce/interview of the candidates. The candidates who participated in the preliminary<br />

examination and qualified in the same were called for written examination in which the name of the<br />

petitioner was also included. The petitioner was called for to the written examination. He had therein<br />

opted for two optional subjects, i.e., one was Geography and other was <strong>Public</strong> Administration.<br />

Thereafter he was called for interview but when the final result was published on 31.12.2003 his name<br />

did not find place in the merit list. Thereafter he applied, after depositing requisite fees, for providing
