Delays, due to security clearance <strong>and</strong> permission to<br />
fly, meant the flight campaign was only completed in<br />
July 2005. All final products were completed <strong>and</strong><br />
delivered to Bakosurtanal in April 2006. With the<br />
exception of the DTM, Bakosurtanal provided all<br />
products in August 2006 to the Spatial In<strong>for</strong>mation &<br />
Mapping Centre, (SIM-Centre) of the GoI Agency <strong>for</strong><br />
Rehabilitation <strong>and</strong> Reconstruction of NAD <strong>and</strong> NIAS<br />
(BRR), <strong>for</strong> distribution to the aid <strong>and</strong> recovery<br />
community (users).<br />
The data set was distributed in three ways, either;<br />
(case 1) directly as an electronic data set to users;<br />
(case 2) provided as a customised product; or (case<br />
3) enabled <strong>for</strong> users electronically via web<br />
applications. Primary data users (case 1) were given<br />
digital (soft) copies of the data set <strong>and</strong> were bound<br />
by a signed data user agreement. During the period<br />
August 2006 to July 2008 there was a total of 99<br />
recorded primary data users <strong>and</strong> over 635<br />
secondary data users (cases 2 <strong>and</strong> 3). The data set<br />
was also used as a core data in Geographic<br />
In<strong>for</strong>mation System (GIS) training provided to at<br />
least 500 local government officials.<br />
Example case studies on data use<br />
To justify their requirement <strong>for</strong> the use of the data<br />
set, all primary data users were obliged to provide<br />
project details, which were confirmed with an<br />
independent project registration maintained within<br />
the Recovery Aceh Nias Database (RAND) of the BRR.<br />
The requests <strong>for</strong> the data set, as is shown in Figure<br />
2a, covered the spectrum of all agencies within the<br />
recovery <strong>and</strong> rehabilitation community. Examples of<br />
data usage are presented in the following section.<br />
Asian Development Bank (ADB)<br />
The Earthquake <strong>and</strong> Tsunami Emergency Support<br />
Project (ETESP) of the ADB used the data set in four<br />
of their projects. The data was used to support their<br />
Spatial Planning <strong>and</strong> Environmental <strong>Management</strong><br />
project, Agriculture Sector, Fisheries Sector <strong>and</strong> Road<br />
<strong>and</strong> Bridges project. Specifically the projects<br />
oversaw the preparation of sub-district level Action<br />
Plans; the rehabilitation <strong>and</strong> reconstruction of<br />
livelihoods assets post Tsunami in both agriculture<br />
<strong>and</strong> fisheries sectors; support to fisheries<br />
rehabilitation in Aceh <strong>and</strong> Nias <strong>and</strong> the creation of<br />
the design <strong>and</strong> project preparation documents <strong>for</strong><br />
road segments within B<strong>and</strong>a Aceh <strong>and</strong> on the East<br />
coast. The four projects had over 125,000 direct<br />
beneficiaries <strong>and</strong> cost a total of over 79 Million Euro.<br />
The data set was used to some extent, in all five<br />
phases of each project's lifecycle (i.e. project<br />
initiation, planning, operation, monitoring <strong>and</strong><br />
evaluation <strong>and</strong> project closure), but was most<br />
significantly used in the operational phase of the<br />
projects. Over 85 maps were created within the<br />
projects from the case study data set <strong>and</strong> GIS data<br />
sets provided.<br />
United Nations Development Programme<br />
(UNDP)<br />
The UNDP through its Tsunami Recovery Waste<br />
<strong>Management</strong> Programme (TRWMP) began the<br />
program <strong>for</strong> Agriculture l<strong>and</strong> clearances in January<br />
2006.It removed the heavy deposits of s<strong>and</strong>, silt <strong>and</strong><br />
debris blanketing the l<strong>and</strong>, <strong>and</strong> blocking the<br />
irrigation channels <strong>and</strong> drains. The program cost<br />
over 1.5 million Euro <strong>and</strong> supported 2600 families as<br />
direct beneficiaries. The TRWMP used numerous<br />
spatial data sets, including the orthophoto data set,<br />
to locate areas in greatest need of l<strong>and</strong> clearance,<br />
<strong>and</strong> to work with farmers <strong>and</strong> community leaders to<br />
demark field boundaries, canals <strong>and</strong> drains.<br />
The orthophoto data set was used as a primary<br />
mapping tool to determine areas <strong>and</strong> potential<br />
volumes of waste that required removal <strong>and</strong> to<br />
prepare clearance plans. This in<strong>for</strong>mation was<br />
critical <strong>for</strong> preparation of heavy equipment contracts<br />
required <strong>for</strong> l<strong>and</strong> clearance. The data set was<br />
critically used <strong>for</strong> project planning, operation <strong>and</strong><br />
monitoring <strong>and</strong> evaluation <strong>and</strong> is estimated that it<br />
would cost approximately 200,000 Euro to obtain<br />
the same in<strong>for</strong>mation from different sources.<br />
Data user survey<br />
To asses the benefit of the orthophoto data, a data<br />
user survey was undertaken in Aceh, during 2008.<br />
The survey, delivered as a questionnaire, was<br />
distributed to all primary data users. To encourage a<br />
high response rate, the survey was intentionally<br />
simple <strong>and</strong> brief. It was designed to retrieve<br />
in<strong>for</strong>mation to determine answers to the following<br />
study questions:<br />
�Which category of organisation were the<br />
main users of the data set?<br />
�What type of project required the data set<br />
<strong>and</strong> how was it used?<br />
�At which phase of the project life cycle was<br />
the data set most significant?<br />
�What was the benefit of using the data set?<br />
�What were the problems with the data set?<br />
