administration. Sultan Hakam was the first ruler to devise such a<br />

means to keep his rule safe and strong. Later, the Ayyubid dynasty<br />

followed in the footsteps <strong>of</strong> Hakam and in this way the Mamluks <strong>of</strong><br />

Egypt founded a strong rule. Being satisfied with the performance and<br />

fighting capabilities <strong>of</strong> the newly built force Sultan Hakam turned to<br />

dealing with the insurgent Christians <strong>of</strong> the northern territories and<br />

invaded the French. However, internal insurgencies had not yet ended.<br />

Asbah bin Abdullah, the ruler <strong>of</strong> Merida, led <strong>by</strong> some misunderstanding,<br />

took up arms against Hakam. Asbah bin Abdullah was the cousin and<br />

brother-in-law <strong>of</strong> Sultan Hakam. Hakam himself rose to face the<br />

<strong>of</strong>fence and arrested him but Hakam's sister removed the<br />

misunderstanding and gained liberty for her husband. He was then<br />

forgiven and allowed to live in Cordova.<br />

The Maliki religious scholars raised their heads once again in 198 A.H.<br />

When the Sultan began to build his force out <strong>of</strong> the Christians and the<br />

non-Arabs, the Muslim religious leaders began to issue verdicts against<br />

the new policy <strong>of</strong> the Sultan and held it a curse on Cordova The last<br />

conspiracy against Hakam was hatched under the leadership <strong>of</strong> Qadi<br />

Yahya. Since the people <strong>of</strong> Spain held him in high esteern Hakam<br />
