(b) the Underfloor Wheel Profiling Plant can be operated harmoniously with the<br />
other items on the Maintenance Site, within the constraints imposed by the<br />
general environment, in particular limitations on noise emissions.<br />
The Underfloor Wheel Profiling Plant and associated Site Trackwork must be capable of<br />
handling 4,000 wheel sets per annum in addition to the requirements of the Sets and the<br />
Other Sets.<br />
3.1.11 Washplant<br />
<strong>PPP</strong> Co must provide a Washplant and associated plant, equipment and facilities. <strong>RailCorp</strong><br />
has provided details of its three (3) pre-existing washplants at Appendix B within Part 5 of<br />
the <strong>RailCorp</strong> Train Performance Specification. It is noted that the three (3) pre-existing<br />
washplants have been established for approximately 30 years – <strong>RailCorp</strong> wishes to see a<br />
modern Washplant incorporated into the Maintenance Facility.<br />
The Washplant shall be capable of a consistent throughput of 20, 8-car sets per day.<br />
(7,000, 8-car sets per year). It is expected that the Washplant will be situated adjacent to<br />
the Underfloor Wheel Profiling Plant Building, and adjacent to the Bypass Road 1. <strong>PPP</strong> Co<br />
must take account of all of the parameters associated with the likely physical and<br />
operational environment(s) of the proposed Washplant.<br />
The Washplant shall be a drive-through plant with a fully automatic cleaning system. The<br />
main functions and features for the Washplant shall include pre-wetting sprays, detergent<br />
application stations and brushes, car end wash station, main rinse station, final rinse<br />
station and drying blowers.<br />
<strong>RailCorp</strong> requires <strong>PPP</strong> Co to adopt a Washplant system that facilitates development of an<br />
integrated design that maximises recycling opportunities, minimises environmental<br />
impact(s) and optimises the cleaning performance of the Washplant facility. A recycling<br />
water plant will be included for the train wash process and all water used will be recycled to<br />
the maximum practical potential.<br />
The performance expected from the Washplant includes the removal of all airborne<br />
contaminants/pollutants that have adhered to the car body, removal of particulate matter<br />
derived from the wear and oxidation of overhead wires and carbon contact strips and to<br />
restore the various surfaces of the cars to a clean, unsoiled finish with a natural lustre<br />
expected of the design surface finish.<br />
The Washplant will be designed to wash Sets and Other Sets.It is expected that Crew will<br />
be able to deliver sets to either end of the Washplant; that they will be able to initiate<br />
automatic operation of the Washplant from either end; then, drive the respective train away<br />
from the Washplant in order to return it to service. Further, it is expected that the bidirectional<br />
Washplant operation will be controlled by a programmable PLC and be<br />
automatically started/stopped by track switches mounted at the front of the Washplant.<br />
<strong>PPP</strong> Co will provide Overhead Wire (OHW) through the train-wash facility. Upon the train<br />
being presented for washing the arrangement of the OHW shall allow the driver to engage<br />
automatic controls enabling the train to enter the wash facility at "creep (or Wash Mode)<br />
speed". The Sets will be powered through and out of the train wash.<br />
