5.1 <strong>PPP</strong> CO. YARD CONTROL<br />

A <strong>PPP</strong> Co. Yard Controller will be responsible for all train operations within the <strong>PPP</strong><br />

Yard Area, except during Stages 1 & 2, where those sidings marked as Arrival Road 1,<br />

Arrival Road 2 and By Pass Road 1 will be controlled by <strong>RailCorp</strong>. <strong>RailCorp</strong> will have the<br />

ability during Stages 1 & 2 to direct a train into these sidings without the need for the<br />

Yard Controller’s authority. The Yard Controller must ensure that at least 1 of these<br />

designated Arrival Roads is kept free to accept a train from the <strong>RailCorp</strong> network.<br />

During Stages 1 & 2 the Yard Controller will interface with the <strong>RailCorp</strong> signallers in the<br />

Auburn and Granville signal boxes for all train movements leaving the <strong>PPP</strong> Yard Area to<br />

the <strong>RailCorp</strong> network. The Yard Controller will also interface with the <strong>RailCorp</strong> signallers<br />

in the Auburn and Granville signal boxes whenever a change of control for one or more<br />

of the Access Control Areas on the Down Relief is required. (Later during Stage 3 - the<br />

interface will be with the <strong>RailCorp</strong> signallers at Strathfield - for movements from and to<br />

the <strong>PPP</strong> Yard Area)<br />

<strong>PPP</strong> Co. is to provide a Yard Control facility that will have:<br />

• Visual identification (eg via CCTV and/or Track Circuits) of all tracks in the<br />

Maintenance Facility under its control.<br />

• 24 hour operation<br />

5.1.1 DUAL ACCESS CONTROL AREAS<br />

To facilitate safe and efficient management of control on the Commissioning Track section<br />

of the Down Relief, three Access Control Areas will be established with a form of dual<br />

access control as shown on drawings in Attachment 1. These Access Control Areas will<br />

each be of sufficient length to receive an 8-car Set (plus stopping distance) and are located<br />

at:<br />

• Access Control Area 1 - Spans both sides of Clyburn Junction<br />

• Access Control Area 2 – Auburn end of the Commissioning Track.<br />

• Access Control Area 3 – Granville end of the Commissioning Track.<br />

The Access Control Areas will each be managed via an access control mechanism which<br />

serves to change the mode of control of train movements within and entering / exiting each<br />

of the areas. The operating mode of each Access Control Area must be capable of being<br />

changed independently of the other two areas. Two modes of control are to be provided for<br />

each area, namely:<br />

• “<strong>PPP</strong> Co Control” and,<br />

• “<strong>RailCorp</strong> Control”.<br />

Note: Both the <strong>PPP</strong> Yard Controller and the appropriate <strong>RailCorp</strong> signaller must confirm<br />

acceptance of change from one operating mode to the other.<br />
