ตราสัญลักษณ์ทางการของการเป็นประธานอาเซียนของไทยออกแบบโดย<br />
นายเขมพงศ์ รุ่งสว่าง และนางสาวชยุตา หอมหนัก ผู้ชนะเลิศในโครงการ<br />
ประกวดออกแบบระดับเยาวชนแห่งชาติ ครั้งที่ 2 จัดขึ้นโดยกระทรวงการ<br />
ต่างประเทศ ด้วยความร่วมมือจากมหาวิทยาลัยศิลปากร จุฬาลงกรณ์มหาวิทยาลัย<br />
มหาวิทยาลัยรังสิต และมหาวิทยาลัยราชภัฏบ้านสมเด็จเจ้าพระยา ซึ่งมี<br />
เยาวชนจากทั่วประเทศ อายุระหว่าง 8-25 ปี ส่งแบบตราสัญลักษณ์จำนวน<br />
ทั้งหมด 321 แบบ เข้าสู่การพิจารณาของกรรมการ โครงการประกวดนี้แสดง<br />
ให้เห็นถึงความมุ่งมั่นของรัฐบาลไทยในการส่งเสริมการมีส่วนร่วมของเยาวชน<br />
ในการเป็นประธานอาเซียนของไทยในปี 2562<br />
ผู้ออกแบบใช้ “พวงมาลัย” เป็นแรงบันดาลใจในการออกแบบตรา<br />
สัญลักษณ์ จากแนวคิดว่า คนไทยนิยมใช้พวงมาลัยในงานมงคล เป็น<br />
สัญลักษณ์ของการต้อนรับและให้เกียรติผู้มาเยือน โดยการออกแบบได้ผสม<br />
ผสานงานศิลปะที่สะท้อนถึงความเป็นไทยกับมิติของความทันสมัย<br />
“ดอกไม้” ซึ่งนำมาร้อยเรียงเป็น “พวงมาลัย” สื่อถึงประชาชนของ<br />
ประชาคมอาเซียน ที่มีความร่วมมือกลมเกลียวเป็นหนึ่งเดียวกัน “อุบะมาลัย”<br />
เป็นตัวแทนของประเทศสมาชิกอาเซียน 10 ประเทศ<br />
สัญลักษณ์ดังกล่าวเมื่อมองจากด้านล่างขึ้นด้านบน เห็นเป็นรูปลูกศรที่<br />
พุ่งทะยานขึ้น สะท้อนถึงความร่วมมือเพื่อขับเคลื่อนอาเซียนให้ก้าวไปข้างหน้า<br />
ด้วยกัน โดยมีประชาชนเป็นศูนย์กลาง ภายใต้แนวคิด “Advancing Partnership<br />
for Sustainability” หรือ “ร่วมมือ ร่วมใจ ก้าวไกล ยั่งยืน”<br />
สีหลักที่ใช้ในผลงานได้รับเเรงบันดาลใจมาจากสีเปลือกมังคุดซึ่งเป็น<br />
สีโทนไทย และได้ปรับโทนสีให้มีความทันสมัยและเหมาะสมสำหรับการนำ<br />
ไปใช้งาน<br />
The official logo of the Thailand’s ASEAN <strong>2019</strong> Chairmanship was<br />
designed by Mr. Khemphong Rungsawang and Miss Chayuta Homhnug<br />
- the winners of the 2 nd National Youth Design Competition organised<br />
by the Ministry of Foreign Affairs, in cooperation with Silpakorn University,<br />
Chulalongkorn University, Rangsit University and Bansomdejchaopraya<br />
Rajabhat University. In total, 321 art portfolios were submitted by youth,<br />
between the ages of 8 and 25 years old, nationwide to the jury. The<br />
Competition testified the commitment of the Royal Thai Government in<br />
promoting youth participation in Thailand’s ASEAN <strong>2019</strong> Chairmanship.<br />
The design of the logo drew its inspiration from Phuang Malai, or<br />
flower garland, which is commonly used in Thailand to welcome and<br />
honour our guests.<br />
“Flowers” that are put together and arranged into a circle shape,<br />
represent “the people” of the ASEAN Community and their collective<br />
cooperation to drive forward together the ASEAN Community. Ten tassels<br />
hanging from the Malai symbolise the ten ASEAN Member States. They<br />
collectively form the shape of an upward arrow, representing their striving<br />
together in “Advancing Partnership for Sustainability”, which is the theme<br />
of Thailand’s ASEAN Chairmanship, towards a people-centered ASEAN<br />
Community, that leaves no one behind and looks to the future.<br />
The logo’s theme colour is inspired by the colour of purple<br />
mangosteen, Thailand’s “Queen of Fruits”.<br />

ASEAN <strong>2019</strong> Go Green<br />
a small step towards sustainability<br />
ในปีนี้ สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ หรือ อาเซียน ภายใต้การเป็นประธาน<br />
ของไทยได้ก้าวย่างใหม่ไปสู่ความยั่งยืน โดยประเทศไทยได้นำแนวทางจัดการประชุมที่เป็น<br />
มิตรต่อสิ่งแวดล้อม (Green Meeting) มาปรับใช้ในการจัดการประชุมอาเซียน ทั้งในระดับการ<br />
ประชุมเชิงปฏิบัติการ การประชุมระดับเจ้าหน้าที่อาวุโส ระดับรัฐมนตรี และระดับผู้น ำประเทศ<br />
รวมกว่า 200 การประชุมตลอดทั้งปี 2562 ซึ่งจะเป็นการนำแนวคิดหลักของการเป็นประธาน<br />
อาเซียนของไทย “ร่วมมือ ร่วมใจ ก้าวไกล ยั่งยืน” ไปปฏิบัติให้เกิดผลจริง<br />
แนวคิดจัดการประชุมที่เป็นมิตรต่อสิ่งแวดล้อม (Green Meeting) คำนึงถึงการใช้<br />
ทรัพยากรให้เกิดประโยชน์สูงสุดและลดผลกระทบต่อสิ่งแวดล้อม โดยใช้หลักการ 3Rs ได้แก่<br />
Reduce (ลดการใช้วัสดุที่จะกลายเป็นขยะ) Reuse (การใช้วัสดุที่สามารถใช้งานหลายครั้ง)<br />
และ Recycle (การนำวัสดุที่จะเป็นขยะมา recycle)<br />
Reduce ในสถานที่ประชุมจะเปลี่ยนจากการใช้ขวดน้ำพลาสติก หลอดพลาสติก กล่อง<br />
อาหารพลาสติก ถุงพลาสติก ซึ่งเป็นพลาสติกใช้ครั้งเดียวทิ้ง มาเป็นการใช้ขวดน้ำแก้ว<br />
คูลเลอร์น้ำ กล่องอาหารที่ย่อยสลายได้ในธรรมชาติ ถุงผ้าฝ้ายหรือถุงกระดาษทดแทน สถานที่<br />
จัดการประชุมได้รับการตกแต่งด้วยดอกไม้และต้นไม้ในกระถางแทนที่โอเอซิสโฟม รวมถึง<br />
ระบบการลงทะเบียนออนไลน์ การส่งเอกสารอิเล็กทรอนิกส์ และแอพลิเคชั่นต่าง ๆ ได้ช่วย<br />
ให้การแจ้งข้อมูลข่าวสารต่าง ๆ เป็นไปอย่างรวดเร็วทันเหตุการณ์ และลดการใช้กระดาษ<br />
ในการประชุมอย่างมาก<br />
Reuse คือการใช้วัสดุอุปกรณ์ต่าง ๆ ในการประชุมครั้งต่อไปอีก เพื่อลดการสร้างขยะ รวมถึง<br />
ซองพลาสติกใส่บัตรผู้เข้าร่วมการประชุม ป้ายประชาสัมพันธ์ต่าง ๆ และฉากหลังถ่ายรูป<br />
Recycle สำหรับกระดาษและผลิตภัณฑ์พลาสติกที่ใช้แล้ว เพื่อนำกลับมาใช้ผลิตสิ่งของ<br />
ใหม่ อาทิ ฉากหลังถ่ายรูปกระดาษ โลโก้ สร้างประโยชน์และมูลค่าเพิ่ม ป้ายประชาสัมพันธ์<br />
ไวนิลก็จะกลับมาเป็นกระเป๋าใส่ของ<br />
อีกมิติหนึ่งของการนำคำพูดหรือแนวคิดหลัก “ร่วมมือ ร่วมใจ ก้าวไกล ยั่งยืน”<br />
ไปเป็นการกระทำที่เห็นผลเป็นรูปธรรม คือการแสวงหาความร่วมมือจากหน่วยงานต่างๆ<br />
ทั้งภาครัฐ รัฐวิสาหกิจ ภาคเอกชน ภาควิชาการและภาคประชาสังคม ที่สนใจหรือมีโครงการ<br />
เพื่อการอนุรักษ์สิ่งแวดล้อม มาร่วมเป็น “หุ้นส่วนเพื่อความยั่งยืน” อาทิ การจัดหาวัสดุ<br />
อุปกรณ์ที่เป็นส่วนประกอบของการประชุมต่าง ๆ ตามแนวทาง Green Meeting รวมถึงการ<br />
จัดกิจกรรมในภาคส่วนต่าง ๆ เพื่อกระตุ้นให้สาธารณชนลดการใช้พลาสติกครั้งเดียวทิ้งใน<br />
ชีวิตประจำวัน ซึ่งการอุดหนุนผลิตภัณฑ์ที่เป็นมิตรต่อสิ่งแวดล้อมในท้องถิ่นก็ช่วยกระตุ้น<br />
เศรษฐกิจท้องถิ่นอีกด้วย<br />
การประชุมอาเซียนที่เป็นมิตรต่อสิ่งแวดล้อม ซึ่งจัดขึ้นตลอดทั้งปีนี้ นอกจากจะเป็น<br />
โอกาสให้ประเทศไทยได้ต้อนรับแขกสำคัญจากประเทศต่าง ๆ ด้วยมิตรไมตรีแล้ว ยังเป็น<br />
โอกาสที่มีคุณค่าสำหรับผู้เข้าร่วมการประชุมทั้งหมดที่จะได้รับประสบการณ์ของการประชุม<br />
อย่างยั่งยืนร่วมกัน รวมถึงลดผลกระทบต่อสิ่งแวดล้อม<br />
This year the Association of South East<br />
Asian Nations or “ASEAN” under Thailand’s<br />
Chairmanship has embarked on another<br />
meaningful step towards sustainability.<br />
As the venue of over 200 ASEAN-related<br />
meetings, Thailand has gradually applied the concept of environmentfriendly<br />
measures or “Green Meeting” in organising various meetings,<br />
ranging from technical working groups, senior officials, ministerial meetings<br />
to Leader Summits, throughout <strong>2019</strong>. This will bring our Chairmanship theme<br />
of “Advancing Partnership for Sustainability” into fruition.<br />
The concept of Green Meeting focuses on using resources efficiently<br />
and minimising wastes through the principle of 3Rs: Reduce, Reuse and<br />
Recycle.<br />
“Reduce” is implemented by replacing plastic water bottles, plastic<br />
straws, plastic food containers and other single-use plastic products with<br />
environmentally friendly products such as glass water bottles, water coolers,<br />
bio-degradable food containers, as well as cotton or paper bags instead.<br />
The conference venues are also decorated with plants and pot flowers<br />
instead of foam oasis. Another important aspect of “Reduce” is<br />
eliminating or minimising paper waste by utilising online-registration<br />
systems, websites and online applications to provide up-to-date<br />
information for all ASEAN delegates and participants.<br />
“Reuse” is reusing conference materials wherever possible including<br />
plastic badge covers, roll-ups and backdrops. Paper and unavoidable<br />
plastic products such as vinyl banners will be collected to “Recycle”<br />
or “Upcycle” into new products such as paper photo backdrops, paper<br />
landmark and shopping bags.<br />
Another aspect of “turning words or<br />
motto into concrete actions” during our<br />
ASEAN Chairmanship is to promote partnership<br />
with private sector, academics and civil society<br />
to support the implementation of Green Meeting<br />
in various aspects such as supplying environmentally<br />
friendly products and launching campaigns to<br />
urge the general public to reduce single-use plastic in their daily lives and<br />
routines. Spending on local green products also directly helps stimulating<br />
the local economy.<br />
Green ASEAN meetings, hosted throughout this year, therefore,<br />
are not only an opportunity for Thailand to offer a good warm welcome<br />
and hospitality for their important guests but also a valuable chance<br />
for all ASEAN participants to experience sustainable meetings together,<br />
and thereby help minimising impact on our environment.
