<strong>Economic</strong> cooperation <strong>for</strong> addressing shared vulnerabilities <strong>an</strong>d risks<br />

They are prevented from doing so by a wide<br />

r<strong>an</strong>ge of factors – including poverty, natural<br />

disasters, conflict <strong>an</strong>d war, poor access to<br />

resources, lack of employment opportunities,<br />

a lack of education, <strong>an</strong>d underinvestment in<br />

agriculture, as well as instability in the world<br />

food <strong>an</strong>d fin<strong>an</strong>cial systems. 6<br />

Food security is a situation in which “all people,<br />

at all times, have physical <strong>an</strong>d economic<br />

access to sufficient, safe <strong>an</strong>d nutritious food to<br />

meet their dietary needs <strong>an</strong>d food preferences<br />

<strong>for</strong> <strong>an</strong> active <strong>an</strong>d healthy life”. 7 It has four<br />

dimensions: availability, access, utilization<br />

<strong>an</strong>d stability. Availability is affected by the<br />

levels of food production <strong>an</strong>d stocks, <strong>an</strong>d net<br />

trade. Access depends on the ways in which<br />

the available food is distributed, as well as on<br />

incomes, expenditures, markets <strong>an</strong>d prices.<br />

Utilization refers to the way in which the body<br />

uses food, which is affected by feeding <strong>an</strong>d<br />

child-care practices, food preparation, dietary<br />

diversity, <strong>an</strong>d on how food is shared within<br />

the household. Stability involves taking into<br />

account potential disruptions, as a result, <strong>for</strong><br />

example, of bad weather, political instability<br />

or economic crisis.<br />

Too often, food security is considered a<br />

problem of availability through production,<br />

<strong>an</strong>d one that is best dealt with through<br />

national policies, including those that aim to<br />

achieve food self-sufficiency. However, food<br />

security also has strong regional dimensions.<br />

For inst<strong>an</strong>ce, the High Level Task Force on the<br />

Global Food Security Crisis pointed to “strong<br />

intraregional complementarities between<br />

ecological, production <strong>an</strong>d consumption<br />

areas <strong>an</strong>d the need <strong>for</strong> shared m<strong>an</strong>agement<br />

of commonly held tr<strong>an</strong>sboundary resources<br />

– such as rivers <strong>an</strong>d river basins, aquifers,<br />

pastoral l<strong>an</strong>ds <strong>an</strong>d marine resources”. 8 In<br />

addition, the availibility of food c<strong>an</strong> be affected<br />

by trade policies of exporting countries. What<br />

follows is a review of selected cooperation<br />

ef<strong>for</strong>ts pertaining to food security across Asia<br />

<strong>an</strong>d the Pacific.<br />

Policy coordination<br />

Some policies related to food security c<strong>an</strong> be<br />

coordinated at the regional or subregional<br />

level. The ASEAN, <strong>for</strong> example, beg<strong>an</strong><br />

addressing food security in 1998 with a<br />

Strategic Pl<strong>an</strong> of Action on ASEAN Cooperation<br />

in Food, Agriculture <strong>an</strong>d Forestry. Since 2008,<br />

it has implemented the ASEAN Integrated<br />

Food Security (AIFS) Framework <strong>an</strong>d the<br />

Strategic Pl<strong>an</strong> of Action of Food Security (SPA-<br />

FS). 9 The SPA-FS, while addressing increased<br />

food production, also articulates common<br />

objectives related to the reduction of post<br />

harvest losses, market promotion, trade<br />

<strong>for</strong> agricultural commodities <strong>an</strong>d inputs,<br />

<strong>an</strong>d ensuring food stability. It specifies five<br />

priority commodities: rice, maize, soybe<strong>an</strong>,<br />

sugar <strong>an</strong>d cassava. The framework has four<br />

components: food security <strong>an</strong>d emergency<br />

relief; sustainable food trade development; <strong>an</strong><br />

integrated food security in<strong>for</strong>mation system;<br />

<strong>an</strong>d agricultural innovations. The ASEAN-<br />

United Nations Meeting on Food Security<br />

in 2008 developed a Convergence Matrix of<br />

Programs <strong>an</strong>d Activities to allow international<br />

org<strong>an</strong>izations <strong>an</strong>d countries to coordinate<br />

individual activities within the framework. 10<br />

South Asia has made similar ef<strong>for</strong>ts at<br />

policy coordination. The SAARC Agricultural<br />

Vision 2020 emphasizes the import<strong>an</strong>ce of<br />

programmes on technology, seed quality,<br />

<strong>an</strong>d incentives to producers; sustainability in<br />

the use of natural resources; food safety; the<br />

availability of rural non-farm employment<br />

opportunities; <strong>an</strong>d capacity-building. 11 To<br />

tr<strong>an</strong>slate this vision into reality, the SAARC<br />

Regional Strategy <strong>an</strong>d Programme <strong>for</strong> Food<br />

Security, in partnership with the Food <strong>an</strong>d<br />

Agriculture Org<strong>an</strong>ization of the United Nations<br />

(FAO), has identified a r<strong>an</strong>ge of projects,<br />

which address agricultural productivity, the<br />

protection of natural resources, technology,<br />

bio-security, food safety <strong>an</strong>d agricultural<br />

trade. 12 Five of these projects are being<br />

developed with technical assist<strong>an</strong>ce from the<br />

ADB. 13<br />

In 2010 regional leaders met to endorse the<br />

Framework <strong>for</strong> Action on Food Security in<br />

the Pacific. The Framework has a number of<br />

‘themes’ covering such issues as leadership<br />

<strong>an</strong>d cooperation, regulatory frameworks,<br />

en<strong>for</strong>cement <strong>an</strong>d compli<strong>an</strong>ce, <strong>an</strong>d publicprivate<br />

sector collaboration. It aims to enh<strong>an</strong>ce<br />

the production, processing <strong>an</strong>d trading of<br />

safe, nutritious local food. At the same time,
