Towards <strong>an</strong> inclusive <strong>an</strong>d sustainable Asia-Pacific Century<br />

The four-pronged action agenda <strong>for</strong><br />

enh<strong>an</strong>cing regional economic integration in<br />

Asia <strong>an</strong>d the Pacific proposed in this study<br />

could contribute not only to sustaining<br />

the region’s dynamism, but also to making<br />

its development process more inclusive<br />

<strong>an</strong>d sustainable. The agenda entails: (i) the<br />

<strong>for</strong>mation of a broader integrated regional<br />

market; (ii) seamless physical connectivity<br />

across the region; (iii) fin<strong>an</strong>cial cooperation<br />

<strong>for</strong> closing the development gaps; <strong>an</strong>d (iv)<br />

economic cooperation <strong>for</strong> addressing shared<br />

vulnerabilities <strong>an</strong>d risks. This agenda could be<br />

instrumental in the realization of <strong>an</strong> inclusive<br />

<strong>an</strong>d sustainable Asia-Pacific century, in which<br />

the region would not only be free from<br />

poverty <strong>an</strong>d hunger but also continue to<br />

prosper in a sustainable m<strong>an</strong>ner, meeting its<br />

needs without compromising the interests of<br />

future generations. A dynamic, inclusive <strong>an</strong>d<br />

sustainable Asia-Pacific region could become<br />

<strong>an</strong> effective locomotive to support economic<br />

growth in the rest of the world, contribute<br />

to fostering peace, <strong>an</strong>d exercise influence<br />

in global economic govern<strong>an</strong>ce to a degree<br />

that is commensurate with its rising economic<br />

weight.<br />

To be sure, the proposed agenda is ambitious,<br />

<strong>an</strong>d it would require <strong>an</strong> extensive institutional<br />

architecture <strong>for</strong> decision-making, consensus<br />

building, operationalizing it across sectors,<br />

<strong>an</strong>d implementing it throughout the region.<br />

The following is <strong>an</strong> outline of a possible<br />

institutional architecture, which draws upon<br />

the experiences of various regional economic<br />

integration schemes from across the world.<br />

Institutional architecture<br />

The institutional architecture could include<br />

the following elements:<br />

The Asia-Pacific <strong>Economic</strong> Summit (APES): As<br />

the highest level body, APES would be tasked<br />

with setting up the region’s agenda <strong>an</strong>d<br />

providing direction <strong>for</strong> its implementation<br />

among member countries. It would adopt a<br />

long-term vision <strong>for</strong> <strong>an</strong> economic community<br />

of Asia <strong>an</strong>d the Pacific <strong>an</strong>d its contours, reflect<br />

on global challenges <strong>an</strong>d global affairs <strong>an</strong>d<br />

the region’s response, cooperate with other<br />

agencies <strong>an</strong>d international org<strong>an</strong>izations, <strong>an</strong>d<br />

meet <strong>an</strong>nually.<br />

Ministerial councils on trade <strong>an</strong>d investment,<br />

fin<strong>an</strong>ce, tr<strong>an</strong>sport, energy, food security<br />

<strong>an</strong>d agriculture, environment, disaster risk<br />

reduction <strong>an</strong>d technology: These ministerial<br />

councils would develop specific agendas of<br />

work <strong>for</strong> each sector. In a number of cases, the<br />

ministerial councils would actually replace<br />

the ad hoc ministerial conferences that<br />

ESCAP org<strong>an</strong>izes on some sectors such as<br />

the environment (every five years), tr<strong>an</strong>sport<br />

(every two years) <strong>an</strong>d disaster risk reduction<br />

(every two years). In addition, these ministerial<br />

councils would give direction <strong>an</strong>d operative<br />

instructions to respective senior officials<br />

meetings.<br />

Committees of Senior Officials: In each sector,<br />

there would be Committees of Senior Officials<br />

to implement the m<strong>an</strong>dates given by the<br />

respective ministerial councils.<br />

A Consultative Committee of Subregional<br />

Associations: It will bring together all<br />

subregional bodies, such as the Association of<br />

Southeast Asi<strong>an</strong> Nations (ASEAN), the South<br />

Asi<strong>an</strong> Association <strong>for</strong> Regional Cooperation<br />

(SAARC), the Bay of Bengal Initiative <strong>for</strong> Multi-<br />

Sectoral Technical <strong>an</strong>d <strong>Economic</strong> Cooperation<br />

(BIMSTEC), the <strong>Economic</strong> Cooperation<br />

Org<strong>an</strong>ization (ECO) <strong>an</strong>d the Pacific Isl<strong>an</strong>ds<br />

Forum (PIF), of the region to facilitate mutual<br />

learning. It would meet <strong>an</strong>nually at the<br />

sidelines of APES.<br />

People-to-people contacts: The programme<br />

of regional economic integration would not<br />

be able to exploit its full potential without the<br />

people of the region coming together with<br />

their peers. Regional professional associations<br />

are needed to org<strong>an</strong>ize such interactions<br />

<strong>for</strong> all different professions. Two proposed<br />

associations that would be very critical are:<br />

i. An Asia-Pacific business advisory council,<br />

which would help mobilize the business<br />

community to exploit the full potential<br />

of regional economic integration, <strong>an</strong>d<br />

ii. An Asia-Pacific network of think t<strong>an</strong>ks,<br />

which would bring together research<br />

institutes across the region that conduct<br />

studies <strong>an</strong>d recommend evidencebased<br />

policy alternatives to maximize<br />

the benefits from regional economic
