biscuits, chocolates, ceramics, furniture, metal<br />

products, footwear, wooden toys, herbal<br />

products, memory chips, <strong>an</strong>d machinery <strong>an</strong>d<br />

mech<strong>an</strong>ical appli<strong>an</strong>ces, m<strong>an</strong>y of which are<br />

produced with FDI from India. Around threequarters<br />

of Sri L<strong>an</strong>ka’s exports have been<br />

undertaken within the framework of FTA<br />

preferences. Finally by 2004-2005 India was<br />

Sri L<strong>an</strong>ka’s fourth largest source of FDI. 41<br />

Emerging regional economic<br />

integration in Asia <strong>an</strong>d the Pacific<br />

The Asia-Pacific region has been a relatively<br />

late-starter with regard to regional economic<br />

integration. There were some signific<strong>an</strong>t<br />

achievements in this area during the 1970s,<br />

including the signing in 1975 of what is now<br />

the Asia-Pacific Trade Agreement (APTA),<br />

<strong>an</strong>d the creation in 1974, also under the<br />

auspices of ESCAP, of the Asi<strong>an</strong> Clearing<br />

Union. 42 In general, however, the Asia-Pacific<br />

economies retained a deep <strong>an</strong>d abiding faith<br />

in multilateralism.<br />

But in the 1990s views started to ch<strong>an</strong>ge.<br />

This was partly due to the slow progress of<br />

multilateral trade negotiations <strong>an</strong>d the rise of<br />

regionalism elsewhere. More import<strong>an</strong>tly, the<br />

Asi<strong>an</strong> fin<strong>an</strong>cial crisis of 1997 highlighted the<br />

economic interdependences of a number of<br />

countries. This led to the Chi<strong>an</strong>g Mai Initiative<br />

<strong>for</strong> monetary cooperation, which involves<br />

ASEAN+3 (China, Jap<strong>an</strong> <strong>an</strong>d the Republic of<br />

Korea). In the late 1990s Jap<strong>an</strong> ch<strong>an</strong>ged its<br />

views on trade policy, recognizing that RTAs<br />

could adv<strong>an</strong>ce its interests. 43 Since then, the<br />

region has undertaken a series of initiatives<br />

towards regional economic integration.<br />

One of the most signific<strong>an</strong>t <strong>for</strong>ums has been<br />

ASEAN. Although set up in 1967, this <strong>for</strong>um<br />

involved relatively little economic cooperation<br />

until the signing in 1992 of the ASEAN Free<br />

Trade Agreement whose implementation<br />

was accelerated to 2002 from 2008 in the<br />

aftermath of the Asi<strong>an</strong> crisis. Member<br />

countries further deepened cooperation with<br />

the ASEAN <strong>Economic</strong> Community pl<strong>an</strong>ned to<br />

be established in 2015.<br />
