In 2011, APCTT org<strong>an</strong>ized a business-to-business <strong>for</strong>um on “Fostering<br />
Business Partnerships to Promote the Adoption <strong>an</strong>d Utilization of Renewable<br />
Energy Technologies” in Colombo, Sri L<strong>an</strong>ka. It was org<strong>an</strong>ized in association<br />
with the National Engineering Research <strong>an</strong>d Development Centre of Sri<br />
L<strong>an</strong>ka, the National Cle<strong>an</strong>er Production Centre of Sri L<strong>an</strong>ka (NCPCSL), <strong>an</strong>d the<br />
Ceylon Chamber of Commerce. As part of the <strong>for</strong>um, one-to-one meetings<br />
were set up between renewable-energy business firms <strong>an</strong>d technology<br />
tr<strong>an</strong>sfer intermediaries in Sri L<strong>an</strong>ka <strong>an</strong>d firms from six other participating<br />
countries, namely Fiji, India, Mongolia, Nepal, the Philippines <strong>an</strong>d Thail<strong>an</strong>d.<br />
One outcome of this meeting is negotiations between a comp<strong>an</strong>y in the<br />
Philippines <strong>an</strong>d NCPCSL on tr<strong>an</strong>sferring solar-assisted air conditioning<br />
technology to Sri L<strong>an</strong>k<strong>an</strong> comp<strong>an</strong>ies.<br />

new areas? For this purpose, it would be<br />
invaluable to have <strong>an</strong> ICT-based South-South<br />
network to share in<strong>for</strong>mation on, <strong>for</strong> inst<strong>an</strong>ce,<br />
national policies, the technologies available<br />
<strong>for</strong> sale, the nature of intellectual property<br />
protection <strong>an</strong>d the institutions working<br />
in each area. Another useful step, to avoid<br />
wasteful duplication of ef<strong>for</strong>ts <strong>an</strong>d resources,<br />
would be to <strong>for</strong>m a South-South network of<br />
research <strong>an</strong>d development institutions. The<br />
intellectual property thus generated could be<br />
owned jointly, <strong>an</strong>d disseminated over a wider<br />
r<strong>an</strong>ge of SMEs as proposed later in this study.<br />
Countries of the South should not of course<br />
work only among themselves. They also need<br />
to work with the developed countries in the<br />
North to strengthen other business-oriented<br />
technology tr<strong>an</strong>sfer ef<strong>for</strong>ts.<br />
Another option <strong>for</strong> SMEs, in particular, is<br />
through public-private partnerships (PPPs). 39<br />
Such initiatives are not new; they were used,<br />
<strong>for</strong> example, to promote the Green Revolution<br />
in agriculture. One proposal currently under<br />
discussion is to develop “climate innovation<br />
centres” to build local capacity <strong>an</strong>d fin<strong>an</strong>ce<br />
the acquisition of relev<strong>an</strong>t low-carbon<br />
technologies through buyer-friendly<br />
business processes. 40 Another, in the health<br />
sector, involves the search <strong>for</strong> new drugs. In<br />
2008, the Council of Scientific <strong>an</strong>d Industrial<br />
Research of India launched the Open Source<br />
Drug Discovery programme, 41 which aims to<br />
attract the brightest minds worldwide to be<br />
part of the drug discovery movement. 42<br />
Setting priorities<br />
In conclusion, regional cooperation could<br />
help promote environmentally sustainable<br />
technologies in SMEs in the following areas:<br />
Skills – Creating a critical mass of skills to help<br />
firms, especially SMEs, pl<strong>an</strong> <strong>an</strong>d implement<br />
technology tr<strong>an</strong>sfer with a business focus,<br />
particularly those <strong>for</strong> which there are no<br />
intellectual property constraints. This could<br />
provide opportunities <strong>for</strong> PPPs.<br />
