<strong>Economic</strong> cooperation <strong>for</strong> addressing shared vulnerabilities <strong>an</strong>d risks<br />

donations, from the Government of Jap<strong>an</strong>,<br />

<strong>for</strong> distribution in Cambodia, Indonesia, the<br />

Lao People’s Democratic Republic <strong>an</strong>d the<br />

Philippines. In addition, in 2009, Thail<strong>an</strong>d sent<br />

520 tons of rice to the Philippines to assist the<br />

victims of Typhoon Kets<strong>an</strong>a.<br />

There have also been ef<strong>for</strong>ts to establish<br />

regional food reserves in South Asia. In<br />

1988, the SAARC established a food security<br />

reserve, which aimed to collect 243,000 tons<br />

of rice <strong>an</strong>d wheat. This was never utilized,<br />

even in 2007 in the aftermath of Cyclone Sidr<br />

which devastated much of B<strong>an</strong>gladesh. An<br />

import<strong>an</strong>t reason was that the system lacked<br />

a mech<strong>an</strong>ism <strong>for</strong> effective negotiation or <strong>for</strong><br />

the delivery of emergency supplies <strong>an</strong>d also<br />

entailed burdensome border <strong>for</strong>malities.<br />

After much debate, the SAARC leaders agreed<br />

in 2007 to relaunch the system as the SAARC<br />

Food B<strong>an</strong>k. This specifies guidelines on<br />

withdrawals <strong>an</strong>d negotiations, defines what<br />

is me<strong>an</strong>t by food shortages <strong>an</strong>d establishes<br />

food-grain quality st<strong>an</strong>dards. Even so, the<br />

system still has structural weaknesses, lacking<br />

a clear mech<strong>an</strong>ism <strong>for</strong> releasing stocks <strong>an</strong>d<br />

failing to identify storage facilities or border<br />

points to which stocks c<strong>an</strong> be delivered.<br />

Food reserve systems need to operate with<br />

clear guidelines <strong>an</strong>d on a sufficient scale, <strong>an</strong>d<br />

they should establish ways of tr<strong>an</strong>sferring<br />

stocks speedily across borders without unduly<br />

relaxing safeguards <strong>for</strong> pl<strong>an</strong>ts, <strong>an</strong>imals<br />

<strong>an</strong>d hum<strong>an</strong>s. The ASEAN system, by clarifying<br />

questions related to prices, terms <strong>an</strong>d<br />

conditions of commercial tr<strong>an</strong>sactions, is a<br />

good example of how to address these issues<br />

effectively.<br />

In<strong>for</strong>mation systems<br />

Monitoring food security <strong>an</strong>d taking the<br />

necessary action requires a solid in<strong>for</strong>mation<br />

base. This should include statistics on<br />

dem<strong>an</strong>d, supply, prices, <strong>an</strong>d household<br />

income <strong>an</strong>d expenditure patterns, along with<br />

vulnerability assessments, food insecurity<br />

mapping, livestock diseases <strong>an</strong>d in<strong>for</strong>mation<br />

on climate <strong>an</strong>d weather patterns. Regional<br />

bodies c<strong>an</strong> provide value added in monitoring<br />

food security by facilitating the establishment<br />

of in<strong>for</strong>mation systems related to agriculture<br />

<strong>an</strong>d rural statistics, thus enh<strong>an</strong>cing st<strong>an</strong>dards<br />

of tr<strong>an</strong>sparency <strong>an</strong>d comparability.<br />

There is also scope <strong>for</strong> regional cooperation<br />

to help build national systems <strong>an</strong>d technical<br />

capacity <strong>for</strong> identifying food insecurity<br />

hotspots <strong>an</strong>d groups that face food insecurity,<br />

as well as <strong>for</strong> tracking, collecting, <strong>an</strong>alysing<br />

<strong>an</strong>d disseminating statistics at national <strong>an</strong>d<br />

local levels. These systems should include<br />

vulnerability mapping that combines in<strong>for</strong>mation<br />

on food security statistics with other<br />

socioeconomic data. They should also <strong>for</strong>m<br />

the basis <strong>for</strong> early warning mech<strong>an</strong>isms <strong>for</strong><br />

food security, including better weather <strong>for</strong>ecasting<br />

<strong>an</strong>d timely notifications of impending<br />

disasters. An import<strong>an</strong>t institution <strong>for</strong> this<br />

purpose is the Asia <strong>an</strong>d Pacific Commission on<br />

Agricultural Statistics, a statutory body of FAO<br />

that brings together officials from the Asia-<br />

Pacific region to review agricultural statistical<br />

systems <strong>an</strong>d exch<strong>an</strong>ge ideas on food <strong>an</strong>d<br />

agricultural statistics. 16<br />

There are also subregional initiatives. ASEAN,<br />

<strong>for</strong> example, has set up a food security<br />

in<strong>for</strong>mation system. 17 Phase I, which r<strong>an</strong> from<br />

2003 to 2007, concentrated on building hum<strong>an</strong><br />

resources <strong>an</strong>d <strong>an</strong> in<strong>for</strong>mation network, while<br />

Phase II, 2008 to 2012, has been developing<br />

early warning systems <strong>an</strong>d publishing commodity<br />

outlooks. Another subregional initiative<br />

is the Pacific Agriculture <strong>an</strong>d Forest<br />

Policy Network, which aims to facilitate communication,<br />

disseminate in<strong>for</strong>mation, build<br />

capacity <strong>an</strong>d enh<strong>an</strong>ce awareness on issues<br />

related to agriculture <strong>an</strong>d <strong>for</strong>est policy.<br />

Cooperation in agricultural research<br />

Agricultural research is a key driver <strong>for</strong> enh<strong>an</strong>cing<br />

agricultural productivity through technological<br />

ch<strong>an</strong>ge. 18 Regional cooperation on research is<br />

critical when countries face common risks, such<br />

as climatic variability, reduced water supplies,<br />

loss of biodiversity <strong>an</strong>d effects of mycotoxins<br />

<strong>an</strong>d microbial hazards on food quality. It is also<br />

critical to address research needs related to<br />

opportunities embedded in tr<strong>an</strong>sboundary<br />

resources.
