PROJECT STARS SITES Design standards for Project Stars sites should increase the visibility and sense of place of culturally and historically signifi cant locations. The Design Elements and Best Practices that apply to Project Stars sites can likewise be applied to EPICArt sites. EXISTING CONDITIONS 44 │ SCENARIOS • • • Ornamental landscapes, natural landforms, naturalized landscapes and edges may be used to accentuate Project Star sites. Public art may be used to enhance the signifi cance of an area on a larger scale. Accent lighting should be used to highlight public art and Project Stars sites. • • Iconography and monumentation defi ne these areas as important to the history and culture of the area. The use of pavers, fencing, and other furnishings and materials can further enhance the signifi cance and beauty of these sites. The existing Project Stars site, at the intersection of SH-146 and Business 146 in Baytown, occurs at the juncture of a highway interchange. This expansive land use includes signifi cant areas of impervious paving that impacts the surrounding landscape. Large swaths of turf grass require maintenance out of proportion to the ecological services provided, and highway stormwater runoff is likely sent directly into the adjacent waterways .
