Despite censorship and <strong>la</strong>ck of financial support over sixty years, he pro<strong>du</strong>ced<br />
cinema that is in<strong>de</strong>pen<strong>de</strong>nt and unique in a country where freedom of expression<br />

En 1996, je séjournais dans le vil<strong>la</strong>ge <strong>de</strong> Mankien, au sud-Soudan, pour<br />
y filmer <strong>la</strong> guerre. A l’époque, je pensais que réaliser un film sur une<br />
région en prise avec un conflit constituait un acte d’engagement.<br />
Une fois sur p<strong>la</strong>ce, <strong>la</strong> réalité m’est apparue différente <strong>de</strong> ce que j’avais<br />
imaginé. La guerre qui se donnait à voir n’était pas seulement une lutte<br />
entre un gouvernement oppresseur et <strong>de</strong>s minorités opprimées mais<br />
surtout un conflit <strong>la</strong>rvé, régi par <strong>de</strong>s intérêts économiques et <strong>de</strong> pouvoir.<br />
De retour en Belgique, je sombrais dans un sentiment d’impuissance<br />
et d’écœurement, au point <strong>de</strong> ne jamais monter ces images, jusqu’à<br />
aujourd’hui.<br />
Closed district est non seulement un film sur <strong>la</strong> guerre au sud-Soudan,<br />
mais davantage sur les guerres en général, sur <strong>la</strong> mort et <strong>la</strong> détresse<br />
qui souvent en découlent. Il pose aussi <strong>la</strong> question <strong>de</strong> <strong>la</strong> p<strong>la</strong>ce <strong>du</strong> cinéaste<br />
dans une situation <strong>de</strong> conflit.<br />
In 1996, I was staying in the vil<strong>la</strong>ge of Mankien in the South Sudan to film the<br />
war which was taking p<strong>la</strong>ce. At the time, I was consi<strong>de</strong>ring that making a film<br />
about an area struggling with such a severe conflict would almost have to be<br />
an act of <strong>du</strong>ty.<br />
Once there, the reality appeared completely different from what I initially imagined<br />
it would be. The war that was all around me was not only a struggle between<br />
an oppressive government and a down trod<strong>de</strong>n minority but a <strong>la</strong>tent<br />
conflict driven by power and economic interests.<br />
Back in Belgium, I felt overwhelmed by a strong feeling of helplessness and disillusionment<br />
to the point of never showing these images, up to now.<br />
More than a film about war in the South Sudan, Close District is a film about<br />
war in general and about <strong>de</strong>ath and the distress that follows. It questions the<br />
p<strong>la</strong>ce of the filmmaker in a situation of conflict.<br />
