A word of welcome from Pr Baydallaye Kane -

Au nom du Recteur de l’Université Gaston Berger, au nom de toute la
communauté universitaire de Saint-Louis et en mon nom propre, je
souhaite la bienvenue à toutes et à tous à l’occasion du Louma, organisé
dans notre ville, votre ville.
Le choix de Saint-Louis pour y tenir, chaque année, les rencontres
internationales autour du cinéma documentaire est plus que judicieux. En
effet, ville très tôt ouverte sur le monde, Saint-Louis jouit d’une richesse
historique et culturelle inestimable du fait du brassage séculaire de cultures
autochtones et de cultures étrangères qui ont considérablement façonné
cette ville, ce qui lui vaut d’être classée au rang de patrimoine historique
mondial par l’UNESCO. Bastion culturel de la Téranga, cette fameuse
hospitalité qui, partout dans le monde, confère à notre pays un cachet
distinctif, Saint-Louis a également la particularité, du fait de la présence
ancienne d’une population française regroupant des colons et des
missionnaires catholiques, d’être l’une des toutes premières villes d’Afrique
francophone à abriter une projection cinématographique dès le début du
20ème siècle.
En permettant la rencontre entre réalisateurs africains et producteurs locaux
et étrangers pour la présentation de projets filmiques en vue de la
recherche de leur financement, de leur production et de leur diffusion, je
reste persuadé que le Louma sera bénéfique aux différentes parties
prenantes du documentaire africain.
Le documentaire africain, faudrait-il le rappeler, est à la croisée des
chemins de son évolution :
- se bonifier à travers un cadre de réflexion, d’échanges et d’action tel que
le Louma
- ou sombrer dans la léthargie, ce qui exposerait davantage les sociétés
africaines aux risques d’uniformisation culturelle liés à ce qu’on appelle,
aujourd’hui, la Société mondiale de l’information dont le contenu est
largement le fait des pays occidentaux compte tenu de leur suprématie au
plan technologique.
Je ne saurais terminer sans dire un mot sur l’intérêt que représente le
Louma et les opportunités qu’il offre aux étudiants du Master Réalisation
Documentaire de Création de l’UGB. Premier contact réel avec le monde
professionnel, le Louma est une occasion très importante pour eux de
défendre leurs projets de film pour financement et de trouver, avant leur
sortie, des partenaires potentiels, des producteurs, etc.
Bon séjour à Saint-Louis et plein succès à ces rencontres.

On behalf of the Chief Education Officer of Gaston Berger University, on
behalf of the whole community of the University in Saint-Louis and in my
own name, I would like to welcome you all on the occasion of Louma taking
place in our city, your city. Choosing Saint-Louis as the location of the
yearly International Conference on Documentary Cinema is more than
judicious. As a city that already in a remote past was open to the world,
Saint-Louis possesses an outstanding historical and cultural heritage, due
to the fact that for centuries native and foreign cultures intermingled and
cross-fertilized, thus molding the city to what is today: a UNESCO World
Heritage Site. A cultural bastion of Teranga, this specific way of being
hospitable that everywhere in the world has conferred to our country a
distinctive style, Saint-Louis also bears a special feature: It was one of the
very first cities in the French-speaking part of Africa that hosted films shows
as early as the beginning of the 20th century, since there had long been
French people living there, were they settlers or Roman Catholic
missionaries.
By having African film directors meet with local and foreign producers, by
having film projects presented with the aim of having them financed,
produced and shown, Louma will benefit all partners in the field of African
documentary cinema: This is something I truly believe.
Should we here remind that African documentary cinema stands right now
at a crucial point of its development, as it may :
- either improve, thanks to a framework set for reflection, exchanges and
action, and this is what Louma is,
- or drift into lethargy, which could result in having African societies
subjected to cultural standardization produced by what is called today the
Global Information Society, as contents are mainly determined by Western
countries because of their technological superiority.
I cannot end this speech without stressing how important Louma is for the
UGB students in ”Directing Creation Documentary films”, Master-2, in terms
of concrete opportunities. Louma is their first real contact with genuine
professionals, hence a major opportunity for them to stand up for the
funding of their film projects and to find before the end of their studies
potential partners, producers, etc.
We wish you a pleasant stay in Saint-Louis and full success to the
Conference !
