The recent review prepared for the House of Commons Environmental Audit Committee by
the National Audit Office, Adapting to Climate Change, provides a fuller overview of Government
policy on adapting to climate change. 11
The Scottish Government recently published
3.15 Scotland’s Climate Change Adaptation Framework, 12
which consists of an overarching national framework for climate change adaptation as well as
sector summaries. The overarching framework comprises three ‘pillars’ which are concerned with
building the evidence base, with equipping decision-makers with appropriate skills and tools,
and with integrating adaptation into regulation and public policy. The 12 accompanying sectoral
summaries seek to identify the key consequences and challenges for the relevant sector, to identify
