2006). To strengthen their competitiveness on the labour market, newly arrived<br />

migrants have access to subsidized employment known as entry-level jobs and new<br />

start jobs. An entry-level job means that an employer who employs a person (EU/<br />

EES and Swiss citizens excluded) who has had a residence permit <strong>for</strong> a maximum<br />

of three years receives 80 per cent of the salary from the state. The job must be<br />

linked to Swedish <strong>for</strong> immigrants, SFI, so that the employee is able to combine<br />

language training with the job. New start jobs are available <strong>for</strong> a person who has<br />

had a residence permit <strong>for</strong> a maximum of three years. An employer who employs<br />

such a person receives financial assistance of an amount equal to two times the<br />

payroll tax (31.42%).<br />

The Employment Service offers a wide range of services to employers and potential<br />

employees, such as preparatory education and vocationally oriented employment<br />

training programmes. They also provide employa bility rehabilitation and provide<br />

job-seekers with labour market programmes. In their annual report to the<br />

Government, the Employment Service presents statistics <strong>for</strong> the group of recent<br />

immigrants (Employment Service, 2012d). This category includes individuals who<br />

have not resided in Sweden <strong>for</strong> longer than 36 months. In 2011, about 14,000 recent<br />

migrants were employed through subsidized employment (New Start Jobs and<br />

Entry-level Jobs). About 10,600 participated in Employment preparation training,<br />

which is basic training in how to find and apply <strong>for</strong> a job. The increase of the<br />

number in Employment preparation training is partly explained by implementation<br />

of the new introduction programme <strong>for</strong> humanitarian migrants. About 7,600 had<br />

a traineeship.<br />
