training institutions, and so <strong>for</strong>th. As expected, similar databases are used more<br />

intensively by large firms: the share of firms using mainly this channel to recruit<br />

their personnel is almost 50 per cent among those with more than 50 employees.<br />

Finally, professional intermediaries are used by almost 6 per cent of the firms,<br />

while fairly negligible shares of employers use traditional channels such as job<br />

advertisements in newspapers (2%) or hire through Public Employment Offices<br />

(3%). The marginal role of Public Employment services in placing workers in Italian<br />

firms will be corroborated when looking at the supply side of the labour market.<br />

This weak per<strong>for</strong>mance may be due to specific inefficiencies of these public agencies,<br />

but also to the fact that there seems to be a lack of trust and contact between the<br />

Public Employment Offices and the entrepreneurs “who keep perceiving the PEOs<br />

as a public sector agency they have to interact with <strong>for</strong> mandatory bureaucratic<br />

requirements rather than an agency specialized in providing services to firms and<br />

employers” (Censis, 2010) (p.125).<br />
