heat where temperatures in excess <strong>of</strong> 55°C (131°F) for a period <strong>of</strong> 24 hours or more will be<br />

encountered.”<br />

The current stowage provision table in paragraph (b) contains three listings<br />

requiring shipments to be either shaded or stowed away from sources <strong>of</strong> heat. The addition<br />

<strong>of</strong> a standard definition for “protected from sources <strong>of</strong> heat” to the list <strong>of</strong> definitions in<br />

§ 176.2 has rendered stowage provisions 19, 48, and 50 redundant and all HMT listings<br />

previously assigned stowage provisions 19 or 48 have been assigned the revised stowage<br />

provision 25. Furthermore, no listings in the current HMR are assigned stowage provision<br />

50; therefore, we are deleting it and all references to it. The change to stowage provision<br />

128 will account for a citation change in the newest edition <strong>of</strong> the IMDG <strong>Code</strong>.<br />

In this final rule, <strong>PHMSA</strong> is revising explosive stowage provision 26E and deleting<br />

explosive stowage provisions 7E, 8E, and 20E from the table in paragraph (c)(2). Deleted<br />

explosive stowage provision 7E previously read “Stowage category “04” for projectiles or<br />

cartridges for guns, cannons or mortars; Stowage category “08” for other types.” Deleted<br />

explosive stowage provision 8E previously read “When under deck, special stowage is<br />

required.” Deleted explosive stowage provision 20E previously read “Stowage category<br />

“03” for projectiles or cartridges for guns, cannons or mortars; Stowage category “07” for<br />

other types; magazines must be <strong>of</strong> steel construction that prevents leakage.” Changes to<br />

explosive stowage provisions 7E, 8E, and 20E are necessary to account for revisions to the<br />

stowage category definitions proposed in § 172.101(k). Additionally, as a result <strong>of</strong> the<br />

removal <strong>of</strong> stowage provisions 10 and 13 from<br />
