proposed definition <strong>of</strong> Cartridges, blank. The definition proposed by SAAMI was<br />

"Cartridges, blank. Articles that consist <strong>of</strong> a cartridge case with a center or rim fire primer,<br />

with or without a confined charge <strong>of</strong> smokeless or black powder, but with no projectile.<br />

Used in training, saluting, or in starter pistols, tools, etc." SAAMI’s proposal would<br />

remove the requirement for Cartridges, blank to contain a confined charge <strong>of</strong> smokeless<br />

powder. This SAAMI proposed definition is not consistent with the UN adopted<br />

definition for Cartridges, blank. Additionally adopting the definition proposed by SAAMI<br />

may conflict with the standing definition for Cases, cartridge empty with, primer. For the<br />

aforementioned reasons, <strong>PHMSA</strong> is adopting the definition as proposed in the August 15,<br />

2012 NPRM.<br />

Section 173.62<br />

Section 173.62 prescribes the specific packaging requirements for explosives.<br />

These packaging requirements stipulate the permitted inner, intermediate, and outer<br />

packagings as well as any specific additional packaging information. These packaging<br />

requirements are generally aligned with the requirements stipulated in the UN Model<br />

Regulations.<br />

In this final rule, <strong>PHMSA</strong> is revising various packaging provisions in the “Table <strong>of</strong><br />

Packing Methods” in this section to align with changes adopted in the 17th Revised<br />

Edition <strong>of</strong> the UN Model Regulations. The revisions to the authorized packaging methods<br />

provide greater flexibility when packaging explosives while retaining an appropriate level<br />

<strong>of</strong> safety. These changes include, but are not limited to, permitting various explosives to<br />

be transported in closed head drums in addition to the already permitted removable head<br />

drums and adding the option to utilize wooden inner and intermediate packagings in<br />
