Special Provision 222<br />

Special provision 222 is added to indicate that shipments <strong>of</strong> 1.4S materials<br />

reclassed as ORM-D are not eligible to be <strong>of</strong>fered for transportation by aircraft. Special<br />

provision 222 is added to the ORM-D entries for Cartridges, small arms, Cartridges, power<br />

device (used to project fastening devices).<br />

Special Provision 237<br />

Special provision 237 specifies that “Batteries, dry, containing potassium<br />

hydroxide solid, electric storage ” must be prepared and packaged in accordance with the<br />

requirements <strong>of</strong> § 173.159(a), (b), and (c) and that for transportation by aircraft, the<br />

provisions <strong>of</strong> § 173.159(b)(2) are applicable.<br />

<strong>PHMSA</strong> is adding an additional sentence to special provision 237 clarifying the<br />

applicability <strong>of</strong> the provision. Specifically language is added to state that the entry for<br />

“Batteries, dry, containing potassium hydroxide solid, electric storage” may only be used<br />

for the transport <strong>of</strong> non-activated batteries that contain dry potassium hydroxide and that<br />

are intended to be activated prior to use by the addition <strong>of</strong> an appropriate amount <strong>of</strong> water<br />

to the individual cells.<br />

Special Provision 238<br />

Special provision 238 is added to address the shipment <strong>of</strong> neutron radiation<br />

detectors. Neutron detection is a key component used in nuclear arms interdiction in<br />

addition to other applications such as nuclear reactor monitoring, neutron-based cancer<br />

treatments, neutron spallation, nondestructive testing and health physics applications.<br />

Most neutron radiation detectors contain boron trifluoride gas, UN1008, which is currently<br />

forbidden by passenger and cargo aircraft as noted in Columns (9A) and (9B) <strong>of</strong> the HMT.<br />
