FBCs must conform to the performance-oriented construction standards and testing<br />

criteria in new subparts R and S <strong>of</strong> part 178. In addition, shipments <strong>of</strong> FBCs must be<br />

prepared and otherwise conform to the general requirements for bulk packages in subpart<br />

B <strong>of</strong> part 173 and the new § 173.37.<br />

IBC <strong>Code</strong>s<br />

In a final rule published in the Federal Register on January 19, 2011 (76 FR 3308;<br />

HM-215K), the Table 1 (IBC <strong>Code</strong>s) in paragraph (c)(4) were editorially revised to remove<br />

UN Specifications 31A, 31B and 31N from IBC <strong>Code</strong>s IB4 through IB8. The revision was<br />

consistent with amendments to international standards that removed the specifications<br />

from the indicated codes in the table because IBC <strong>Code</strong>s IB4 through IB8 are assigned to<br />

solids, whereas, UN Specifications 31A, 31B, and 31N are authorized for transportation <strong>of</strong><br />

liquids in IBC <strong>Code</strong>s IB1 through IB3 and are assigned to liquid materials only. In the<br />

January 19, 2011 final rule, <strong>PHMSA</strong> inadvertently failed to also remove the remaining<br />
