Group II to Packing Group III from 30 L (7.9 gal) per package to 100 L (26.42 gal) per<br />

package when <strong>of</strong>fered for transport by cargo aircraft.<br />

In this final rule, <strong>PHMSA</strong> is expanding the per package amounts <strong>of</strong> viscous Class 3<br />

material meeting the requirements in § 173.121(b). The increase will facilitate multi-<br />

modal transportation by permitting shipments <strong>of</strong>fered by highway, rail, and cargo-carrying<br />

aircraft to utilize the same 100 L criteria.<br />

Section 173.134<br />

Provisions contained in the UN Model Regulations, Chapter 2.6, Class 6 – Toxic<br />

and Infectious Substances, relating to the transportation <strong>of</strong> medical devices and equipment,<br />

have been amended to except medical equipment which has been drained <strong>of</strong> free liquid<br />

from the requirements <strong>of</strong> the UN Model Regulations. In addition, except for medical<br />

devices or equipment being transported for disposal, or medical devices or equipment<br />

contaminated with or suspected <strong>of</strong> contamination with a Category A infectious substance,<br />

the UN Model Regulations have been amended to exempt medical devices or equipment<br />

potentially contaminated with or containing infectious substances which are being<br />

transported for disinfection, cleaning, sterilization, repair or equipment evaluation from all<br />

other requirements <strong>of</strong> the UN Model Regulations, provided they meet certain packaging<br />

requirements.<br />

<strong>PHMSA</strong> is amending § 173.134, “Class 6, Division 6.2-Definitions and<br />

Exceptions” by adopting the additional exemptions for medical devices and equipment.<br />
