Section 178.1050<br />

In this final rule, <strong>PHMSA</strong> is adopting requirements for top lift tests conducted on<br />

FBCs. A top lift test measures a package’s ability to be moved mechanically by lifting the<br />

package by its top end and is used to determine if a package is suitable to transport<br />

hazardous materials. Thus, <strong>PHMSA</strong> is adding new § 178.1050 entitled “Top lift test.”<br />

This section prescribes requirements for the preparation <strong>of</strong> test samples, test methods<br />

authorized, and criteria for passing the top lift test.<br />

Section 178.1055<br />

In this final rule, <strong>PHMSA</strong> is adopting requirements for stacking tests conducted on<br />

FBCs. A stacking test is used to measure a packaging’s ability to withstand other packages<br />

placed on top <strong>of</strong> it and is used to determine if a package is suitable to transport hazardous<br />

materials. Thus, <strong>PHMSA</strong> is adding new § 178.1055 entitled “Stacking test.” This section<br />

prescribes requirements for the preparation <strong>of</strong> test samples, test methods authorized, and<br />

criteria for passing the stacking test.<br />

Section 178.1060<br />

In this final rule, <strong>PHMSA</strong> is adopting requirements for topple tests conducted on<br />

FBCs. A topple test is used to measure a packaging’s ability to withstand tipping <strong>of</strong> the<br />

package and is used to determine if a package is suitable to transport hazardous materials.<br />

Thus, <strong>PHMSA</strong> is adding new § 178.1060 entitled “Topple test.” This section prescribes<br />

the preparation <strong>of</strong> test samples, test methods authorized, topple height, and criteria for<br />

passing the topple test.<br />

Section 178.1065<br />

In this final rule, <strong>PHMSA</strong> adopting requirements for righting tests conducted on<br />
