Special Provision 338<br />

A new special provision 338 is added to clarify that when lithium cells or batteries<br />

are contained in the fuel cell system, the item must be described under this entry and the<br />

entry “Lithium batteries, contained in equipment.” This special provision is applied to<br />

UN3473 “Fuel cell cartridges or Fuel cell cartridges contained in equipment or Fuel cell<br />

cartridges packed with equipment, containing flammable liquids”; UN3476 “Fuel cell<br />

cartridges or Fuel cell cartridges contained in equipment or Fuel cell cartridges packed<br />

with equipment, containing water-reactive substances”; UN3477 “Fuel cell cartridges or<br />

Fuel cell cartridges contained in equipment or Fuel cell cartridges packed with equipment,<br />

containing corrosive substances”; UN3478 “Fuel cell cartridges or Fuel cell cartridges<br />

contained in equipment or Fuel cell cartridges packed with equipment, containing liquefied<br />

flammable gas”; and UN3479 “Fuel cell cartridges or Fuel cell cartridges contained in<br />

equipment or Fuel cell cartridges packed with equipment, containing hydrogen in metal<br />

hydride.”<br />

Special Provision 360<br />

New special provision 360 is added and assigned to UN3091, “Lithium batteries,<br />

contained in equipment” to clarify that vehicles powered only by lithium batteries must be<br />

assigned to identification number UN3071, “Battery powered vehicle.”<br />

Special Provision 361<br />

New special provision 361 is added to clarify that certain capacitors with limited<br />

energy storage capability are excepted from the HMR. Specifically, the special provision<br />

states that capacitors with an energy storage capacity <strong>of</strong> 0.3 Wh or less are not subject the<br />

HMR. Furthermore this special provision defines energy storage capacity as the energy<br />
