ignition, and the goods have been unloaded.<br />

<strong>PHMSA</strong> received one comment from IVODGA requesting a further exception for<br />

shipments that do not meet the ventilation requirements or the packaging requirements <strong>of</strong><br />

the proposed section. IVODGA asked <strong>PHMSA</strong> to allow freight containers or transport<br />

vehicles containing these shipments not meeting the conditions <strong>of</strong> the proposed 176.907 to<br />

be allowed to be transported on vessel using on-deck stowage and stowed away from<br />

sources <strong>of</strong> potential ignition. <strong>PHMSA</strong> does not see a need to allow for less protective<br />

stowage provisions than the IMDG <strong>Code</strong> provides for these commodities. While the<br />

suggested stowage location and provisions proposed by IVODGA do represent a certain<br />

degree <strong>of</strong> caution; the adopted and harmonized requirements provide additional protection<br />

from the potential <strong>of</strong>fgassing <strong>of</strong> pentane from these commodities; and thus <strong>PHMSA</strong> is<br />

adopting the changes as proposed in the NPRM.<br />

Section 178.71<br />

Section 178.71 prescribes specifications for UN pressure receptacles. In this final<br />

rule <strong>PHMSA</strong> is incorporating by reference ISO 13340:2001(E) Transportable gas<br />

cylinders—Cylinder valves for non-refillable cylinders—Specification and prototype<br />

testing, First edition, 2004-04-01. Non-refillable pressure receptacles must comply with<br />

cylinder valve requirements from ISO 13340. ISO 13340 was incorrectly proposed for<br />

addition to § 178.274(i) in the NPRM. <strong>PHMSA</strong> is correcting this proposal by<br />

incorporating this standard into the correct sections and requiring non-refillable pressure<br />

receptacles to comply with cylinder valve requirements in ISO 13340.<br />
