§ 172.101(k), <strong>PHMSA</strong> is revising explosive stowage provision 26E in § 176.84. Please<br />

see section 172.101 for explosive stowage codes associated with HMT entries previously<br />

assigned these explosive stowage provisions and a list <strong>of</strong> entries these provisions have<br />

been removed from.<br />

Section 176.116<br />

Section 176.116 prescribes the general stowage conditions for Class 1 explosive<br />

materials. Paragraph (a) <strong>of</strong> this section prescribes explosive stowage requirements, which<br />

take into account heat and sources <strong>of</strong> ignition. Paragraph (f) <strong>of</strong> this section prescribes<br />

explosives stowage requirements for under deck storage. <strong>PHMSA</strong> is revising paragraph<br />

(a) to clarify the general stowage conditions for Class 1 materials on board vessels and<br />

deleting and reserving paragraph (f).<br />

<strong>PHMSA</strong> is revising paragraph (a)(1) to require explosive materials to be stowed in a<br />

cool part <strong>of</strong> the ship, to be kept as cool as practicable while on board, and to be stowed as<br />

far away as practicable from any potential source <strong>of</strong> heat or ignition. This change is due to<br />

the inclusion <strong>of</strong> a definition for “potential source <strong>of</strong> heat or ignition” in § 176.2. A new<br />

paragraph (a)(2) is added requiring Class 1 materials to be stowed away from the side <strong>of</strong> a<br />

ship’s side at a distance at least equal to one eighth <strong>of</strong> the beam <strong>of</strong> the vessel or 2.4 m (8<br />

feet), whichever is less. <strong>PHMSA</strong> received one comment (IVODGA) requesting an<br />

exception for materials within Class 1 <strong>of</strong> low or relatively low hazard within division 1.4<br />

through 1.6 and the allowance to transport these in all positions available on-deck. In<br />

7.1.4.4.3 <strong>of</strong> the IMDG goods <strong>of</strong> division 1.4 are excepted from the requirement to be<br />

stowed away from the side <strong>of</strong> a ship. Another comment by Horizon also noted that 1.4<br />

cargos should be excluded from this requirement. <strong>PHMSA</strong> agrees to provide such an<br />
