in a solid with small amounts present as free liquid while others use a liquid electrolyte.<br />

Currently, the HMR do not contain specific requirements to address the transport <strong>of</strong><br />

electric double layer capacitors.<br />

New Section 173.176 addresses electric double layer capacitors, prescribing the<br />

testing, marking, safety, and packaging requirements for electric double layer capacitors<br />

with an energy storage capacity greater than 0.3 Wh. <strong>PHMSA</strong> is incorporating these<br />

requirements consistent with the 17 th Revised Edition <strong>of</strong> the UN Model Regulations.<br />

These amendments address potential electrical and other hazards arising from the release<br />

<strong>of</strong> hazardous materials during the transportation <strong>of</strong> these articles.<br />

Section 173.181<br />

Section 173.181 prescribes the non-bulk packaging requirements applicable to<br />

pyrophoric liquids. Paragraph (b) <strong>of</strong> this section specifies the specification boxes<br />

authorized to package these substances. <strong>PHMSA</strong> is revising paragraph (b) by adding<br />

packaging authorizations for steel boxes (4A), aluminum boxes (4B), metal boxes, other<br />

than steel or aluminum (4N), or fiberboard boxes (4G); steel drums (1A1 or 1A2),<br />

aluminum drums (1B1 or 1B2), metal drums, other than steel or aluminum (1N1 or 1N2),<br />

plywood drums (1D), or fiber drums (1G); or steel jerricans (3A1 or 3A2) or aluminum<br />

jerricans (3B1 or 3B2).<br />

Section 173.183<br />

Section 173.183 prescribes the packaging requirements for nitrocellulose base film.<br />

To provide greater flexibility in packaging selection, <strong>PHMSA</strong> is adding other metal drums<br />

(4A2), aluminum jerricans (3B2), and steel, aluminum or other metal (4A, 4B, 4N) boxes,<br />
