articles,” <strong>PHMSA</strong> is removing the description that is currently assigned to “UN2809,<br />

Mercury.”<br />

Amendments to the Column (6) label(s).<br />

Section 172.101(g) describes Column (6) <strong>of</strong> the HMT and the labels required<br />

(primary and subsidiary) for specific entries in the HMT. Data presented to the UN<br />

Committee <strong>of</strong> Experts on the Transport <strong>of</strong> Dangerous Goods (UNCOE) in this last<br />

biennium indicated a need for the addition <strong>of</strong> subsidiary risk <strong>of</strong> Division 6.1 (toxic) to be<br />

assigned to “UN2809, Mercury” and to the new entry “UN3506, Mercury contained in<br />

manufactured articles.” We note that for air transport, Special provision A191 provides<br />

relief from the labeling and documentation requirements <strong>of</strong> this new subsidiary risk.<br />

In addition to the changes above, data was also presented to the UNCOE that<br />

indicated the need for a subsidiary risk <strong>of</strong> Division 6.1 (toxic) to be assigned to UN2381<br />

Dimethyl disulfide.<br />

<strong>PHMSA</strong> is making appropriate amendments to the HMT to account for these<br />

revisions to the UN Model Regulations.<br />

Amendments to the Column (7) special provisions.<br />

Section 172.101(h) describes Column (7) <strong>of</strong> the HMT and the § 172.102(c) Special<br />

provisions assigned to specific entries in the HMT. The particular modifications to the<br />

entries in the HMT are discussed below. See Section 172.102 special provisions for a<br />

detailed discussion <strong>of</strong> the additions, revisions, and deletions to the special provisions<br />

addressed in this final rule.<br />

Several HMT entries are revised to include special provision B120. Special<br />
