A is required must have a floor consisting <strong>of</strong> tightly fitted wooden boards, plywood or<br />

equivalent non-metallic material, and a non-metallic lining.<br />

<strong>PHMSA</strong> is amending paragraph (a) and deleting and reserving paragraph (c).<br />

Paragraph (a) is revised to state that when Class 1 materials are stowed in a freight<br />

container, the freight container, for the purposes <strong>of</strong> this subpart G <strong>of</strong> Part 176, may be<br />

regarded as a closed transport unit for Class 1 or a magazine but not a separate<br />

compartment. This change is being made to incorporate the definition <strong>of</strong> “closed cargo<br />

transport unit for Class 1” and the removal <strong>of</strong> magazine stowage A, C, and Special<br />

Stowage. Paragraph (c) references freight containers used to transport Class 1 (explosive)<br />

materials for which magazine stowage type A is required. The removal <strong>of</strong> a definition for<br />

and requirements for magazine stowage type A make this paragraph unnecessary.<br />

Section 176.200<br />

Section 176.200 prescribes general stowage requirements for Class 2 materials<br />

transported by vessel. Paragraph (c) <strong>of</strong> this section prescribes the orientation and outer<br />

packaging requirements for cylinders transported by vessel.<br />

<strong>PHMSA</strong> is revising paragraph (c) to clarify that cylinders <strong>of</strong>fered for transport by<br />

vessel in a vertical position must be stowed in either a block and cribbed or boxed-in with<br />

suitable sound lumber. <strong>PHMSA</strong> is also replacing the word movement with shifting in the<br />

requirement for the crib or box bracing to prevent any movement. These revisions are to<br />

harmonize with vessel transportation requirements incorporated in the IMDG <strong>Code</strong> and<br />

clarify that cylinders stored in a vertical position must be adequately blocked and braced<br />

using sound lumber.<br />
