Section 173.196 prescribes the packaging requirements for Category A infectious<br />

substances. To provide greater flexibility in packaging selection, <strong>PHMSA</strong> is adding drums<br />

(1A1, 1A2, 1B1, 1B2, 1N1, 1N2, 1H1, 1H2, 1D, 1G); boxes (4A, 4B, 4N, 4C1, 4C2, 4D,<br />

4F, 4G, 4H1, 4H2); or jerricans (3A1, 3A2, 3B1, 3B2, 3H1, 3H2) as examples <strong>of</strong> the types<br />

<strong>of</strong> authorized “rigid outer packaging” referenced in paragraph (a)(3).<br />

Section 173.199<br />

Section 173.199 prescribes the packaging requirements for category B infectious<br />

substances. Paragraph (d) <strong>of</strong> this section provides the requirements for refrigerated or<br />

frozen specimens in ice, dry ice or liquid nitrogen. These provisions include the<br />

requirement to secure secondary packages.<br />

Consistent with an editorial amendment to Packing Instruction P650 in the 17 th<br />

Revised Edition <strong>of</strong> the UN Model Regulations, <strong>PHMSA</strong> is removing the language<br />

“position after the ice or dry ice has dissipated” from the requirements to secure secondary<br />

packages.<br />

Section 173.201<br />

Section 173.201 prescribes the authorized non-bulk packagings for liquid<br />

hazardous materials in packing group I. To provide greater flexibility in packaging<br />

selection, <strong>PHMSA</strong> is adding “Metal box other than steel or aluminum: 4N” to authorized<br />

outer packagings <strong>of</strong> combination packagings listed in paragraph (b) <strong>of</strong> this section.<br />

Section 173.202<br />

Section 173.202 prescribes the authorized non-bulk packagings for liquid<br />

hazardous materials in packing group II. To provide greater flexibility in packaging<br />

selection, <strong>PHMSA</strong> is adding “Metal box other than steel or aluminum: 4N” to the<br />
