Section 173.115<br />

Section 173.115 prescribes the definitions for Class 2 materials. Paragraph (k) <strong>of</strong><br />

this section specifies how the oxidizing ability <strong>of</strong> certain Division 2.2 gases is determined.<br />

Currently, the HMR references ISO standards that include test and calculations used to<br />

determine the oxidizing ability <strong>of</strong> certain Division 2.2 gases. The UN Model Regulations<br />

and the ICAO Technical Instructions replace references to ISO standards 10156:1996 and<br />

10156-2:2005 with the updated version ISO 10156:2010.<br />

Based on its technical review, <strong>PHMSA</strong> believes the updated standard provides an<br />

adequate level <strong>of</strong> safety and is referencing the standard in this section and adding it to the<br />

list <strong>of</strong> IBR materials in § 171.7.<br />

Section 173.121<br />

Section 173.121 prescribes the requirements for selection <strong>of</strong> packing groups for<br />

Class 3 flammable liquids. Paragraph (b) <strong>of</strong> this section describes the criteria for inclusion<br />

<strong>of</strong> viscous Class 3 materials in Packing Group III.<br />

ICAO adopted requirements in the Technical Instructions that increased the<br />

quantity <strong>of</strong> viscous Class 3 flammable liquids permitted reclassification from Packing<br />
