The Transport Canada entry, <strong>Transportation</strong> <strong>of</strong> Dangerous Goods Regulations,<br />

including Clear Language Amendments 1 through 7 is revised to include Amendments 8, 9<br />

and 10.<br />

The United Nations Recommendations on the Transport <strong>of</strong> Dangerous Goods—<br />

Model Regulations, 16th Revised Edition (2009), Volumes I and II, is revised to<br />

incorporate the 17 th Revised Edition (2011), Volumes I and II.<br />

The United Nations Recommendations on the Transport <strong>of</strong> Dangerous Goods—<br />

Manual <strong>of</strong> Tests and Criteria, Fifth Revised Edition (2009), is revised to incorporate<br />

Amendment 1 (2011). One commenter (DGAC) requested that we do not require<br />

compliance with the lithium battery testing requirements contained in Amendment 1 for<br />

lithium cells and batteries manufactured before January 1, 2014. Since <strong>PHMSA</strong> has<br />

specified a delayed compliance date <strong>of</strong> January 1, 2014 for this final rule, compliance with<br />

Amendment 1 will only be required for lithium cells and batteries manufactured on or after<br />

January 1, 2014.<br />

In addition to the revisions and additions above, <strong>PHMSA</strong> is restructuring § 171.7 to<br />

comply with National Archives and Records Administration requirements for centralized<br />

IBR section formatting. This change is not intended to remove or change any IBR<br />

materials previously incorporated by reference, with the exception <strong>of</strong> those references<br />

mentioned above.<br />
