an exception for no more than 0.454 kg (1 LB). UPS sees no reason for this lack <strong>of</strong><br />

alignment, but foresees unnecessary challenges arising from such inconsistency. Therefore,<br />

UPS urges <strong>PHMSA</strong> to align directly with the 5 kg limit in the ICAO text. <strong>PHMSA</strong> is<br />

assigning special provision A191 to this entry for continuity with the international<br />

regulations. <strong>PHMSA</strong> agrees with UPS regarding the amount <strong>of</strong> mercury that may be<br />

present in manufactured articles to utilize the exception from communicating the<br />

subsidiary hazard, and is changing that amount to 5 kg (11 pounds)<br />

Special Provision A200<br />

As previously discussed, new special provision, A200, is added stating the entries<br />

assigned this special provision must be transported as cargo when transported by aircraft<br />

and cannot be carried onboard an aircraft by passengers or crewmembers either in or as<br />

carry-on baggage, checked baggage, or on their person unless specifically excepted by<br />

§ 175.10, “Exceptions for Passengers, Crewmembers, and Air Operators.” This special<br />

provision is assigned to articles and will be applied to: UN3166, Engines, internal<br />

combustion or Engines, fuel cell, flammable gas powered; UN3166, Engines, internal<br />

combustion, or Engines, fuel cell, flammable liquid powered; UN3166, Vehicle,<br />

flammable gas powered or Vehicle, fuel cell, flammable gas powered; UN3166, Vehicle,<br />

flammable liquid powered or Vehicle, fuel cell, flammable liquid powered; UN0503, Air<br />

bag inflators, or Air bag modules, or Seat-belt pretensioners; and, UN3268, Air bag<br />

inflators, or Air bag modules, or Seat-belt pretensioners.<br />

Special Provision B120<br />

Special provision B120 is added to specify the use <strong>of</strong> FBCs conforming to the<br />
