Thallium compounds, n.o.s.” The addition <strong>of</strong> a “G” to this entry will provide notification<br />

<strong>of</strong> the technical name <strong>of</strong> this toxic material and thus aid emergency responders with<br />

providing an appropriate response.<br />

Amendments to the column (2) hazardous materials descriptions and proper shipping<br />

names.<br />

Section 172.101(c) describes column (2) <strong>of</strong> the HMT and the requirements for<br />

hazardous materials descriptions and proper shipping names. Among other requirements,<br />

in accordance with § 172.101(c)(1), proper shipping names indicated in column (2) <strong>of</strong> the<br />

HMT may be used in the singular or the plural form interchangeably. Regardless, in this<br />

final rule, <strong>PHMSA</strong> is revising several entries in the HMT to remove the plural ending letter<br />

“s” to provide continuity with the internationally accepted proper shipping names.<br />

Specifically, <strong>PHMSA</strong> is removing the letter “s” from: UN1107, Amyl chlorides; UN1111,<br />

Amyl mercaptans; UN1113, Amyl nitrites; and, UN2347, Butyl Mercaptans.<br />

Generally the physical state (solid or liquid) appears before the hazard<br />

characteristics (toxic, flammable, etc.) in the sequence <strong>of</strong> wording used in proper shipping<br />

names specified in column (2) <strong>of</strong> the HMT. In some instances, the hazard characteristics<br />

are indicated before the physical state. In this final rule, <strong>PHMSA</strong> is revising several proper<br />

shipping names to indicate the physical state before the hazard characteristics for<br />

consistency in formatting.<br />
