The “Chemical under pressure. n.o.s.” HMT entries are added to address shipments<br />

<strong>of</strong> liquids or solids (e.g., adhesives, coatings, and cleaners) combined with a gas or gas<br />

mixtures utilized to expel the contents from pressure vessels. The primary hazard class for<br />

these shipments is determined by the hazard presented by the propellant and any subsidiary<br />

risk is determined by the properties <strong>of</strong> the liquid or solid under pressure. Toxic gases are<br />

not permitted as propellants.<br />

UN3506 Mercury contained in manufactured articles<br />

This new entry was created to separately address manufactured articles containing<br />

mercury. The international community provided an exception from regulation for<br />

instruments and articles containing not more than 1 kg <strong>of</strong> mercury, when transported by<br />

means other than aircraft. <strong>PHMSA</strong> is unable to adopt a comparable exception as the<br />

reportable quantity for mercury is 0.454 kg (1.00 lbs.), but is revising the current<br />

exception authorized in § 173.164(e) for shipments containing less than 0.454 kg (1.00<br />
