During review <strong>of</strong> the explosive stowage codes it was noted that stowage code 1E<br />

was assigned to UN0504 1H-Tetrazole and UN0502 Rockets, with inert head. Stowage<br />

code 1E was removed in a final rule published on June 21 2001, under Docket Number<br />

RSPA–2000–7702 (HM–215D) [66 FR 33316] entitled, “Harmonization with the United<br />

Nations Recommendations, International Maritime Dangerous Goods <strong>Code</strong>, and<br />

International Civil Aviation Organization’s Technical Instructions” and, in this final rule,<br />

<strong>PHMSA</strong> is amending the listings for these two entries by removing these two codes whose<br />

requirements have been captured by other vessel stowage provisions.<br />

Section 172.102 Special Provisions<br />

Section 172.102 lists special provisions applicable to the transportation <strong>of</strong> specific<br />

hazardous materials. Special provisions contain packaging requirements, prohibitions, and<br />

exceptions applicable to particular quantities or forms <strong>of</strong> hazardous materials. <strong>PHMSA</strong> is<br />

revising § 172.102, Special provisions as follows:<br />
